Job Description:
Job Purpose:
Handicap International / Atlas Logistique is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Atlas Logistique in Herat is supporting NGO/Humanitarian actors through storage and transportation solutions, including transport and storage of medicines.
Under the line management of the Project Manager, the pharmacy officer will be part of the Atlas team in Herat and will have the following responsibilities:
Responsibility 1: Regulatory monitoring on pharmaceutical legislation
- Ensure compliance of medical logistics facilities to enable the temperature-controlled pharmaceutical storage and distribution of medical supplies, in accordance with Good Storage and Distribution Practices (WHO standards) and national regulations governing the storage and transport of medical products.
- Support the logistics team in the selection and procurement of equipment required for the storage of temperature-sensitive health products.
- Support the transport team to select appropriate solutions to distributed medicines in accordance with the type of health products.
- Provide humanitarian actors with updated information on national legislation regarding storage and transport of medical products.
- Support the capacity building project manager to develop trainings on medical logistics for partners.
Responsibility 2: Establish and update the Quality Assurance System
- Establish a temperature and humidity monitoring system and raise alerts in case of temperature deviations that may impact the quality of health products.
- Alert the Project Manager and the Headquarters Cold Chain Specialist in case of non-compliance with required quality standards or Good Storage and Distribution Practices.
- Ensure traceability and archiving of temperature curves and records, and submit a monthly report on temperature monitoring and Good Storage and Distribution Practices for medical products to follow up on recommendations.
- Implement a quality assurance system, and supervise or conduct self-inspections, the results of which include proposals for corrective and preventive actions.
- Develop procedures for temperature-controlled storage and transportation and ensure their compliance.
- Train the Atlas Logistique team on Good Storage and Distribution Practices.
Responsibility 3: Communication & Representation
- Serve as the focal point for partners’ technical, legal, and scientific questions regarding medicines and medical devices.
- Act as the focal point for technical issues related to the cold chain and storage conditions of health products.
- Contribute to interim and final donor reports, including reporting on medical logistics data.
- Represent ATLAS/HI activities related to medical logistics, transport, and storage of medicines and medical devices within the Health and Logistics Clusters.
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
