About MMRCA:
Background Information:
The Medical Management and Research Courses for Afghanistan (MMRCA) is a national, non-for profit, non-political, humanitarian organization established in March 2008 by Afghan Health Professionals and is registered as an NGO with the ministry of economy (MoE) of the Islamic Republic of Afghanistan.
MMRCA has implemented SEHAT-II, SEHAT-III and SEHATMANDI (BPHS+EPHS) Projects in Ghazni, Badghis and Faryab provinces. Currently MMRCA has been implementing HER-2 in Samangan province and SAFE under the ADB grant in Sar-e-Pul province.
Through SAFE Sar-e-Pul project MMRCA has been providing quality health services to the entire population of the province according to BPHS and EPHS guidelines and MoPH policies/ strategies. These services are providing through 71 HFs including 3-DHs, 9 CHCs, 20 BHCs, 32 PHCs, one MHT, 5 FHHs, one Prison Health Center and 351 HPs.
MMRCA invites and encourage eligible candidates to apply for the position of Technical Health Manager SAFE project located at Sar-e-Pol province and required travels to all HFs in the entire the province.
Job Description:
Responsibilities:
- Ensure that the objectives of SAFE Sar-e-Pul project are achieved and the activities are going on according to the project work plan, BPHS guideline, MoPH policies, and UNICEF and WHO requirements.
- Regularly monitor the project performance in terms of targets, P4P and non P4P indicators set in the project proposal and contract.
- Familiar with P4P core indictors and TPM HMIS and QQC, PIP monitoring and performance management.
- Responsible for the preparation and submission of monthly technical/GRM report to the main office.
- Supervise and mentor technical staff to prepare detail action plan for supervision of HFs.
- Prepare quarterly progress report and submit it to the main office.
- Participate actively in PHCC and other stakeholders’ meetings
- Ensure the quality of project implementation is according to the set standards.
- Manage health emergencies and communicate/ coordinate efforts with Provincial Emergency Preparedness and Response Committee.
- Prepare annual quarterly and annual training plan for all project staff
- Responsible to organize and facilitate quality cascading of the skills and knowledge transfer activities at provincial office and at the health facility level
- Visit health facilities on a regular basis to identity staff needs; provide on-the-job training and technical assistance to relevant staff according to their need and project requirements.
- Ensure that all skills and knowledge transfer activities are done according to project plan and staff requirements identified based on TNA, field visits and performance review.
- Prepare, adapt and adjust different training materials according to relevant MoPH guidelines and recommended learning resource materials.
- With close coordination of Project Manager, he/ she ensures that proper candidates are nominated and attended scheduled skills and knowledge updated training
- Responsible to maintain effective coordination with, PPHD, relevant government authorities, communities and project staff
- Any other tasks assigned by line project manager.

- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within MMRCA and amongst beneficiaries served by MMRCA.

Job Requirements:
MD (From recognized university) and MPH.
Fluent in Dari and Pashtu and working Knowledge of English.
At least 5-year full time experience of working on BPHS-PHC Technical Manager Positions.
