- Introduction to RSDO
Razi Social Development Organization- RSDO is an Afghan NGO founded in April 11, 2008 and registered with Ministry of Economy in Afghanistan. It was established in Herat city but then sat up sub-offices in Ghor, Badghis and Farah provinces by delivering the social development services to vulnerable and marginalized people in the remote communities.

RSDO firstly initiated the primary activities in 2002 under the name of “Abu Hanifeh Orphan High School”, assisting orphan children who lost their parents and families during the long-lasting war in Afghanistan to learn and build their future. Later on, with the financial support of Japan Embassy it has constructed a high school building for the orphan and expanded the activities of orphan with the support of HELP Germany as well. Throughout years of hard working, RSDO slowly developed and now has functioning offices in all west zone provinces of Afghanistan with more than 200 staff.

Job Description:
Job Purpose
The Senior Finance Officer is responsible for supporting the financial management, compliance, budgeting, reporting, and accounting functions of the INGO. The role ensures that all financial activities are implemented in accordance with donor regulations, organizational policies, local laws, and international accounting standards.
The Senior Finance Officer contributes to effective financial planning, risk management, internal controls, and transparent use of donor funds to support humanitarian and development programs.
1. Financial Management & Accounting
• Maintain accurate and up-to-date accounting records.
• Review and process financial transactions, including payments, receipts, journal entries, and reconciliations.
• Ensure all financial documents are properly coded and filed.
• Monitor cash flow and liquidity requirements.
• Prepare monthly, quarterly, and annual financial reports.
• Conduct bank reconciliations regularly.
• Ensure proper maintenance of the general ledger.
• Support month-end and year-end closing processes.
• Verify supporting documents before payments are processed.
2. Budget Management
• Assist in preparation of annual budgets and donor project budgets.
• Monitor budget utilization and expenditure trends.
• Prepare budget variance analysis reports.
• Ensure expenditures remain within approved budgets.
• Coordinate with program departments for budget planning and revisions.
• Support forecasting and financial planning activities.
3. Donor Compliance & Reporting
• Ensure compliance with donor regulations and organizational financial policies.
• Prepare donor financial reports according to donor templates and deadlines.
• Review project expenditures for donor eligibility.
• Ensure proper allocation of shared costs.
• Maintain financial documentation for donor audits and reviews.
• Support grants financial monitoring and compliance checks.
4. Cash & Treasury Management
• Manage office cash and bank transactions.
• Monitor cash advances and staff settlements.
• Prepare cash forecasts.
• Ensure secure handling of cash and financial instruments.
• Coordinate bank transfers and payments.
• Monitor foreign exchange transactions where applicable.
5. Internal Controls & Risk Management
• Ensure strong internal control systems are implemented.
• Identify financial risks and recommend mitigation measures.
• Review payment requests for accuracy and authorization.
• Ensure segregation of duties in financial processes.
• Support anti-fraud and anti-corruption compliance measures.
• Conduct periodic spot checks and financial reviews.
6. Payroll & Staff Payments
• Review monthly payroll preparation.
• Ensure salary payments, tax deductions, and benefits are accurate.
• Verify timesheets and payroll supporting documentation.
• Coordinate with HR regarding staff contracts and payroll changes.
• Ensure statutory deductions are properly remitted.
7. Audit Support
• Prepare documents for internal and external audits.
• Respond to audit queries and recommendations.
• Ensure audit findings are addressed promptly.
• Maintain organized audit files and financial records.
8. Capacity Building & Supervision
• Supervise Finance Assistants/Cashiers where applicable.
• Provide financial guidance to program staff.
• Conduct training on finance procedures and donor compliance.
• Support improvement of finance systems and procedures.
Key Duties in Humanitarian/INGO Context
• Support emergency response financial operations.
• Ensure donor compliance for humanitarian grants.
• Monitor field office expenditures and cash controls.
• Coordinate with logistics, procurement, and program teams.
• Support financial reporting for multi-donor projects.
• Work under tight donor deadlines and emergency conditions.
Job Requirements:
Required Qualifications
Education:
• Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
• Master’s degree or professional certification (ACCA, CPA, CMA, CIA) preferred.
Experience:
• Minimum 4–7 years of relevant finance/accounting experience.
