Job Description:
The PHC/SHC Manager is responsible for managing, supervising, and ensuring the effective delivery of quality primary and secondary healthcare services under the BPHS and EPHS projects. The role involves technical leadership, program coordination, and operational management to ensure that all health facilities (CHCs, BHCs, SHCs, and DHs) meet the national standards of the Ministry of Public Health (MoPH) and the organization’s quality assurance policies. The position focuses on ensuring efficient service delivery, capacity building of staff, community engagement, and achievement of health indicators across assigned districts or provinces.
Duties & Responsibilities:
- Demonstrates a cooperative attitude and maintains high standards of quality while promoting teamwork among project and organizational staff.
- Ensures overall management, administration, and supervision of the Nangarhar BPHS-SAFE project in compliance with MHCO, MoPH, and donor requirements.
- Represents the MHCO in coordination meetings with PPHD, NGOs, UN agencies, health clusters, and other stakeholders, and actively participates in key provincial and national coordination forums.
- Coordinates project activities with relevant stakeholders and maintains effective communication between field, provincial, regional, and national levels.
- Oversees the performance of technical, clinical, and management staff, including performance appraisals, training needs assessment, and professional development.
- Provides technical leadership to BPHS health facilities, ensuring compliance with MoPH standards, standard treatment guidelines, IPC measures, and ethical medical practices.
- Conducts regular technical supervision and supportive monitoring visits, ensuring corrective actions are taken to address identified gaps.
- Monitors key performance indicators across priority health programs and reviews progress against agreed targets to ensure effective service delivery.
- Establishes and maintains continuous quality improvement mechanisms and supports internal and external quality assessments.
- Ensures timely, accurate data collection, analysis, and reporting in coordination with HMIS/M&E teams for submission to MoPH and other stakeholders.
- Oversees provincial-level procurement and recruitment processes in line with organizational and project standards.
- Supports implementation of Performance Improvement Plans and integration of cross-cutting issues, including gender, mental health, disability inclusion, and referral systems.
- Ensure compliance with MHCO safeguarding, child protection, and PSEA policies.
- Report any safeguarding or misconduct concerns following MHCO procedures.
- Maintain high standards of professionalism, confidentiality, and ethical behavior.
- Performs any other duties assigned by the Directors or Board of Management in accordance with MHCO policies and procedures.
Job Requirements:
- Primary and secondary health care services (PHC/SHC) Manager/Lead MD with a master’s degree in public health (or a related field), and 15 years of experience in health programs management in developing countries.
- Should be familiar with the health system and standards for the provision of primary and secondary health care services (BPHS and EPHS) in Afghanistan.
- Strong technical knowledge of MoPH BPHS and EPHS policies, treatment protocols, and standards.
- Proven leadership, coordination, and supervisory experience in managing healthcare teams.
- Good understanding of HMIS, M&E systems, and data-driven decision-making.
- Excellent communication, negotiation, and interpersonal skills.
- Proficiency in MS Office (Word, Excel, PowerPoint) and HMIS systems.
- Fluency in English, Pashto, and Dari.
- Ability to travel frequently to field sites under challenging conditions
