About ACDO:
Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political and non-profit humanitarian organization founded in 2014 register with the Government of Islamic Republic of Afghanistan (GoIRA) under the supervision of the Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk and underserved people throughout the country.
ACDO responds to the needs of disadvantaged and marginalized rural and urban communities by managing and utilizing the available scars resources in a well, efficient, transparent and dignified manner to enhance resilience, boost access to education, ensure food and livelihood security, and promote social protection and inclusion.
ACDO has active presence at least in nine provinces in five regions of the country and intends to expand its operations to the remaining provinces as well with the aim to transform itself into a leading and developed organization which will deliver to and support significant number of people who had been affected by the long protracted and sudden on-set emergencies in Afghanistan. Regardless of the hardest circumstances that existed in Afghanistan in 2022 and 2021, ACDO has managed to deliver humanitarian and development assistance in Nangarhar, Herat, Balkh, Kabul, Kandahar, Bamyan, Wardak, Jawzjan, Paktia, Kunduz, Takhar, Laghman, Daykundi and Farah provinces.
Job Description:
The incumbent shall undertake the following responsibilities under direct supervision of the Executive/Deputy Executive Director, but not limited to:
- Coordinate the development of a comprehensive overall monitoring and evaluation framework, toolkits including performance indicators and benchmarks for each aspect of the provincial staff, Master trainers, Community Mobilizer, Teachers and beneficiaries’ team to ensure transparency and accountability in compliance with the ACDO overall strategic directions;
- Recommend and implement a systematic approach to integrate thematically defined results indicators in area programs’ strategies and program formulation (input, output, outcome, impact);
- Ensure the internal controls in the fields of finance, supply chain, community-based staff recruitment, selection of children and CBE classes are satisfactory and that fraud, corruption, nepotism and diversion is minimized.
- Design and participate in field-based needs assessments and gap analyses, including risk and vulnerability assessments.
- Provide technical support to the provincial staff in data collection, analysis and reporting.
- Track the progress of the activities,
- Promote M&E standards, quality assurance/control and capacity development of team
- Lead the preparation of a robust M&E Framework, including well-defined objectives and indicators, to track progress toward education project objectives.
- Lead the development of an M&E system for ACDO education project to implement and coordinate all M&E activities, including data collection tools and processes to track indicators, and coordination of all internal and third-party evaluations.
- Identify and formulation of M&E findings, lessons learned and recommendations to be integrated into broader project/ACDO knowledge management efforts, disseminated in learning events and channeled into decision-making processes
- Control the work and activities of the staff of the directorate and ensuring their timely implementation.
- Coordinate and oversee trainings, and awareness programs to effectively organize the events.
- Prepare and schedule regular and periodic visits to Herat province covered by the program to assess the level of satisfaction of people and the behavior and performance of their staff and address the complaints.
- Develop all types of monitoring and evaluation reports related to project
- Monitor the operation and usage of vehicles, equipment, and other items related to the project.
- Continuous and effective participation at all relevant meetings or any other meeting deemed necessary by the supervisor.
- Manage the grievance mechanism
- o Receive community complaints and concerns and record them in a database.
- o Resolve complaints and concerns as appropriate.
- o Assign complaints that cannot be resolved by the Grievance Officer to a complaint owner within the operation.
- o Follow up with complaint owners to ensure complaint resolution is advancing in a timely manner and using a fair process.
- o Update complaint information in the database regularly.
- o Review complaints regularly and close them out when appropriate.
- o Monitor any resolutions to grievances to ensure they are implemented.
- Accountability to Affected Population (AAP)
- o Provide information about the grievance mechanism to community stakeholders.
- o Inform management of concerns and complaints received by the grievance mechanism.
- o Work with staff tasked with community engagement to understand community issues before, during, and after community engagement events.
- Any other related task as assigned by M&E Manager and/or Senior Management Team (SMT).
Job Requirements:
Qualifications:
- Minimum Bachelor’s Degree in BCS, BBA, Economics, or any other relevant discipline,
- Master degree with 3 years of relevant experience, or Bachelor degree with 5 years of relevant experience;
- Experience in a M&E position with national and international NGOs.
- Full familiarity with the challenges and opportunities ahead of the program and study the CBE Afghanistan Standard.

- Mapping - ArcGIS knowledge to map data and visualize geospatial trends
- Collaboration tools - Google Workspace, Microsoft Teams for communication
Language skills:
- Fluent oral and written skills in English, Pashto and Dari
