About Afghanistan Institute for Civil Society (AICS):
The Afghanistan Institute for Civil Society (AICS) is a nationally recognized non-governmental organization (NGO) committed to strengthening the role of NGOs in Afghanistan’s development. AICS initially focused on enhancing the institutional effectiveness of NGOs through a certification program based on locally defined and internationally recognized standards. It has also provided capacity-building support and promoted transparency and accountability among NGOs. Furthermore, AICS is actively engaged in capacity-building initiatives and research activities.
Over time, AICS has expanded its scope to include direct implementation and support of education sector programs, particularly in Early Childhood Development (ECD), Community-Based Education (CBE), and Accelerated Learning Programs (ALP). Additionally, AICS conducts capacity-building programs for NGOs and implements research projects in the education sector to support the development of evidence-based strategies, strengthen education systems, and contribute to more effective and informed decision-making by stakeholders at all levels.
Today, AICS continues to serve as a key platform for strengthening NGO capacity, supporting inclusive and quality education services, and generating knowledge to inform policies and practices across the development sector.
- To support and implement effective education programs across, aimed at improving access to and the quality of learning for Afghan children and youth.
- To generate practical, evidence-based research that contributes to improved education policies, planning, and service delivery in Afghanistan.
- To build the institutional capacity of NGOs through tailored training, technical assistance, and performance-based support.
- To promote transparency, accountability, and quality standards among NGOs/CSOs operating in Afghanistan through the application of certification systems and good governance practices.
- To facilitate coordination and constructive engagement between NGOs, government entities, and development partners for effective and aligned service delivery.
Afghanistan Institute for Civil Society (AICS) will assess NGOs on behalf of UN-Women, whereas the final assessment followed by selection will be done by UN-Women.
Job Description:
The Project Officer will be responsible for sending Call for Proposal (CFP) to NGOs and later receiving proposals, compilling the received document for a pre-screening, post pre-screening these documents will submitted to the review team. The project officer will assure the timely and within the scope quality implementation of the project activities in close consultation with the project manager.
The Program Officer will also assist in the coordination of the project with the project stakeholders and part of his/her responsibilities will be to ensure not missing on deadlines of the deliverables and responsible involvement in developing reports and maintaining communication with stakeholders. The project officer will support Project manager to design, plan and conduct an assessment.
- Project officer will proactively support project manager in coordinating and supervision.
- Facilitate ( Plan, coordinate, support in or moderate) communication and/or online discussion with NGOs as part of due diligence.
- Project officer will be responsible for liaison with the relevant ministry and districts to ensure project implementation is not interrupted, also that confirmation of activities are acquired in a timely manner.
- Project officer will have a key role in translating capacity gaps as part of a prilimenary assessment.
- S/he will be responsible for collecting, compiling and consolidating all information related to different components of the project on a regular basis.
- S/he should provide timely feedback on the project progress and shortcomings to the project manager.
- S/he should support the project manager in as and if needed developing/modifying Work Plan and Financial Plan on quarterly basis.
- Project Officer is responsible for coordination with of all stakeholders.
- Establish linkages with line departments, NGOs and relevant institutions at village and district level.
- Preparation of monthly and periodic reports in close coordination with the capacity building manager and submit the same to the Project Lead.
- Conduct special/case studies as and when required during the project cycle.
- Any relevant responsibility assigned by the Line Manager.
Job Requirements:
- Bachelor’s Degree 5 years relevant experience.
- Master’s Degree 2 years relevant experience (Preferable)
- Degree in Social Sciences, Development, Business, or any relevant field.
- At least two years experience of working with NGOs/civil society organizations
- Excellent organizational and presentation skills, strong inter-personal skills, promote participation and teamwork, proven capacity for analysis and synthesis
- Proven experience in co-leading a project with sound administrative expertise.
- Excellent interpersonal skills, persuasive, firm, mature, analytical, detailed, organized, creative, service and quality oriented, proactive, persistent, and open minded
- Fluent in Dari/Pashtu and English both in written and spoken, and familiar with MS Office applications.
- Experience in data management is preferable
- Proven ability to develop an excellent working relationship and coordination with relevant external partners and stakeholders and to ensure compliance to best practices and the fundamental principles of the organization.
