Job Description:
- Full compliance of Logistics management ensuring that proper supply chain management is performed in adherence to OPHCD rules and regulations and that Logistics procedures are complied.
- Ensure the procurement solicitation documents, which include RF, RFQ, CBA, GRN, Payment Check list, Payment Request and Remittance Note are provided according to the procurement manual.
- Coordinates cost saving through vendor selections and review, develops favorable contract agreements and resolves delivery and billing problems.
- Negotiate with vendors for the lowest costs and incentives and analyzes market price and product checks for competitiveness
- Organize sufficient and timely resources, which include trucks, labors for loading/unloading, way bills are processed and available for proper delivery.
- Ensure that the accurate quantity of goods received, inspected, quality checked as per the specification and accepted to the organization.
- Issue the GRN as per the actual quantity received prior to payment process.
- Ensure that the procurement is done according to the procurement plan and timely delivery is provided to the project.
- To ensure that all assets are properly inventoried based on the standard format prior to delivering to relevant location.
- Ensure that all procurement documents are processed on timely manner and shared with finance section for clearance and payment.
- Ensure that the procurement status report is updated and shared with Kabul office.
- Develop a unique filling system and vendor database for the project procurement.
- Create standard database for the proper follow up of supply chain management issues and applicable for any type of report downloading.
- Develop a strong and unique filling system and stock management for supplies and other office assets.
- Any other task assign by line manager / management.

Qualification:
- Bachelor Degree in Business Administration, Economic, Computer Science, and related fields
Experience
- At least 3 years of progressive relevant experience with NGO, UN agencies and government.
- Familiarity with procurement and inventory systems.
- Good knowledge of MS Office (Word, Excel, Outlook).
- Good communication and interpersonal skills.
- Ability to multitask and work under pressure.
- Honest, reliable, and well-organized.
- Fluent English, Pashto, and Dari with excellent speaking and writing skills
