About AKHS-A (Aga Khan Health Service-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Description:

  • Ensure the UN Clear Check clearance of newcomer local staff and the affiliate workforce members.
  • Use of generic ESMP – Adapt the generic ESMP as applicable.
  • ESHS – ensure proper adherence to environmental, social, health and safety requirement during the Project implementation.
  • ESHS Training – determine ESHS training needs and conduct training.
  • Construction Site Management – ensure proper environmental and social safeguards before, during and after construction.
  • Occupational Health and Safety (OHS) - provide and maintain a healthy and safe work environment and minimize the risk of communicable diseases.
  • Community Safety including Road safety and Traffic Safety - ensure traffic safety by all Project personnel during displacement to and from the workplace, and during the operation of Project equipment on private or public roads.
  • Emergency Preparedness and Response - Establish and maintain an emergency preparedness and response system.
  • Stakeholder Engagement - engage with and listen to affected persons and organizations and be responsive to their concerns.
  • Labour Force Management, including the Code of Conduct - Implement the measures and commitments defined in the Project Labour Management Procedures
  • Contractor Environmental and Social Reporting - report major work-related incidents, accidents, or loss of life to UNICEF or the relevant Implementing Partner within 48 hours of their occurrence
  • Waste Management Plan Ensure proper and safe handling and disposal of all types of waste generated by health facilities i.e., medical, chemical, and other hazardous materials.
  • Security Management Plan - develop site specific security management plan that sets out security arrangements for the site.
  • Make sure that the Health Care Waste Management and Infection Prevention and Control Plan is properly implemented and ensure to reduce adverse effects of waste on human health, the environment,
  • Manage potential occupational health and safety risks and impacts, including community health and safety, labour and working conditions, including potential public health risks associated with COVID-19 and other emerging pandemics for project employees and communities.
  • Reviewing, developing, and improving the organization’s safety management system, ensuring that health and safety risks are identified, assessed, and managed with appropriate control measures.
  • Conducting investigations and inspections; enforcement of the policies and regulations; incident response; carrying out monitoring
  • In coordination with the Safeguarding Dep, the incumbent is also responsible for gender Based Violence/Sexual Exploitation and Abuse and Sexual Harassment - enforce disciplinary measures for gender-based violence, sexual exploitation, and sexual harassment.
  • Child safeguarding, Violence Against Children (Children sexual exploitation and abuse) - enforce disciplinary measures against all forms of violence, sexual exploitation, sexual abuse, sexual activity with children.
  • Capacity-building and sensitization: train and equip all staff and colleagues in PSEA and take specific steps to prevent it.
  • Establish in consultation with safeguarding manager an inter-colleagues/partners PSEA Network to ensure effective coordination on PSEA amongst colleagues/partners for prevention, risk mitigation and response.
  • Strengthen community engagement and awareness raising regarding PSEAH and reporting channels.
  • Strengthen the existing feedback mechanisms that can safely and confidentially receive complaints related to SEA from communities and beneficiaries.
  • Support the submission of allegations report of SEA in a timely manner.
  • Conduct and complete the donor PSEAH and GRM assessments when required.
  • Document and compile the monthly GRM, PSEA and GBV data.
  • Develop GRM and PSEAH action plan and implement the planned activities.
  • Develop the service mapping and update it when required.
  • Develop the referral pathway for GBV and PSEAH survivors and update it when required.
  • Performs any other tasks as assigned by the Line Manager.

Job Requirements:

Minimum 4-6 years of professional relevant experience

Bachelor’s degree in environmental science, social science (or a related field (NOT Medical Doctor)

Managing the gender-based violence and waste, familiar with Microsoft office package and report writing, Knowledge of Afghanistan Environmental and Social Legislations and frameworks
