About ACBAR:
Agency Coordinating Body for Afghan Relief and Development, ACBAR, is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together 230 National and International NGOs working in all sectors of humanitarian assistance and development in Afghanistan. Based on the three pillars of Coordination and Information Sharing, Advocacy and Enabling Environments, and Capacity Building and Organizational Development, ACBAR’s activities focus heavily on sharing information with members, coordination of members and the aid community in general, at the national and regional levels, and carrying out advocacy on issues affecting the work of its members and other I/NNGO in Afghanistan. ACBAR has a mission to provide an efficient platform for members to carry out effective humanitarian and development activities in Afghanistan. The members are the drive behind ACBAR, and their active participation is essential to ACBAR’s continuous dynamism.
Job Description:
POSITION SUMMARY
As part of our new three-year strategy, ACBAR is expanding presence and capacity at the sub-national level through our seven regional offices in Kandahar, Herat, Nangarhar, Balkh, Khost, Kunduz and Bamiyan. The Senior Manager for Sub-national Coordination, based in Kabul (with frequent travel to our regional offices) is responsible to lead and support the work and activities of our teams in the regions. This position will directly lead and manage our seven Regional Managers, as well as technical support to Regional Team Coordinators, providing direction to their day-to-day activities, ensuring proper communication and engagement between the national office and our teams country wide. Further management include ensuring that the strategic priorities of ACBAR are implemented at the sub-national level, including principled engagement with local officials and other stakeholders, as well as provision of services and support to our members through joint advocacy, capacity strengthening and training programs delivered at the sub-national level. Additionally, the Senior Manager will be responsible to ensure that all administrative and financial needs of the regional offices are supported through the national office, and manage potential risk and challenges that may arise in each respective region.
ESSENTIAL TASKS AND RESPONSIBILITIES:
Coordination, Communication and Information Sharing
- Serve as the primary point of contact for activities of our regional offices, including tracking of key trends, issues and needs of ACBAR and our members in each respective region.
- Support Regional Managers to address the coordination needs of our members in each respective region, ensuring that RM’s have the support and resources they need to address member needs, engage with local authorities and officials, and support an enabling environment for the delivery of humanitarian and basic needs programs.
- Regularly and thoroughly review regional minutes (NCMs, PCMs), and mission reports, and other documents and key reports related to each respective region. Provide feedback to Regional Managers and follow up on agreed action points, as well as provide regular updates to the ACBAR Director and Deputy Director on coordination needs and issues for our regional offices.
- Provide technical support to Regional Team Coordinators, as well as serve as the ACBAR’s RT Coordinator and primary focal point for the Central Regional Team in Kabul.
- Conduct regular calls and to deliver briefings to Regional Managers, and RT Coordinators on monthly basis (as/when relevant).
- Support the Regional Managers to maintain regular coordination meetings with ACBAR members, including through the administration of regional Advisory Boards and joint Advocacy Platforms.
- Support the development and administration of regional information products, including dashboards and newsletter, with the support of the Information Coordination Department and RT Coordinators in each respective regional office.
- As requested and required, support engagement with local authorities at the regional and provincial level in cooperation with the respective Regional Manager.
- Facilitate cross-regional learning and exchange of best practices among regional offices.
- Represent ACBAR in national and sub-national coordination forums as delegated by senior leadership.
Reporting and Documentation
- Prepare and submit regular reports of regional activities and challenges to the Deputy Director and SLT. This includes maintaining accurate records of all regional activities and documentation, and the day-to-day operational needs of the ACBAR’s office at the regional level.
- Provide weekly and monthly updates to the Deputy Director on trends and issues at the Regional Office level, including delivering brief key issue report to management in Kabul.
- As requested by ACBAR’s Senior Leadership, support ad-hoc assessments on specific issues and present the results in written reports.
- Offer regular written recommendations for the improvement of the regional office of ACBAR working practices.
- Support regular programmatic and donor reporting by providing updates and information from the regional offices, as required.
- Ensure quality control and standardization of reports, meeting minutes, and regional documentation.
- Maintain confidential and accurate records in accordance with organizational data protection and information management policies.
Member Services, Programs, and Monitoring
- With the support of ACBAR’s Programs Department and Regional Managers, identify training needs and support capacity strengthening initiatives for ACBAR members at the sub-national level.
- Work with the Programs Department and ACBAR SLT to ensure that the strategic initiatives and priorities of ACBAR as set out in our standing three-year strategy and implemented and reflected at the sub-national level.
- Support the administration of various data collection efforts (needs assessments, etc.) that inform our coordination and program work through our regional offices.
- Work closely with the ACBAR MEAL Department to ensure that monitoring and evaluation plans supporting our organizational strategy and program implementation are successfully managed.
- Support emergency response coordination and surge activities during humanitarian crises or emergencies.
- Monitor the effectiveness and impact of regional coordination mechanisms and recommend improvements where necessary.
Administration and Strategic Management & Planning
- Manage and oversee of all aspects of the administration of all regional office. This includes both regular weekly and monthly management calls with the regional offices, monthly travel to the Regional Offices to provide direct, in-person support.
- Provide direct line management to the Regional Managers, with technical line management to the Regional Team Coordinators in all regional offices.
- Develop and track monthly and quarterly work plans with the Regional Managers that align with ACBAR’s national level strategy, programs and work plan.
- Support regional office budget development, working closely with the Finance Department to ensure that each office has adequate resources to manage their respective offices and provide timely and through financial documentation to the national office.
- Support the Regional Managers to adequately manage their facilities and assets, with the support of the Admin Department in Kabul.
- Ensure efficient use of resources and compliance with HR, financial and other relevant policies
- Support the professional development needs of our staff members at the Regional Office level, ensuring that all ACBAR staff have access to training opportunities.
- Ensure regional offices operate in compliance with ACBAR policies, donor requirements, and applicable legal frameworks.
- Support recruitment, onboarding, performance management, and succession planning for regional staff.
- Promote teamwork, staff wellbeing, inclusion, and a positive organizational culture across regional offices.
- Ensure proper filing systems and archiving practices are maintained in all regional offices.
Risk Management and Principled Programming
- Support the develop and maintenance of the organizational risk register at the national level with regard to the needs of each respective regional office.
- Identify potential risks and challenges in the regions and develop mitigation strategies.
- Ensure that all activities are conducted in a safe and secure manner.
- Ensure that ACBAR maintains a commitment to principled implementation of programs by ensuring adherence to the Code of Conduct on the part of staff and members.
- Ensure adherence to humanitarian principles, neutrality, impartiality, and independence in all regional coordination activities.
Other Duties
- Perform any other duties assigned by the Deputy Director or Director relevant to the position and organizational priorities.
Job Requirements:
EDUCATION, TRAINING and/or EXPERIENCE REQUIREMENTS
- Masters in Public Administration, Business Administration (MBA), Project Management, or another relevant field.
- At least eight years working with NGOs or UN Agencies (or other relevant international organizations) in coordination, management and administration, information and communication.
- Demonstrated experience managing teams of at least 5-7 people, with experience managing remote teams preferred.
OTHER REQUIRED KNOWLEDGE, SKILLS and/or ATTRIBUTES
- Strong management skills (strategic/operational) required.
- Ability to speak and write English mandatory, Dari and Pashto preferred.
- Strong communications, organizational, and analytical skills.
- Knowledge of programs to ensure that the programs s/he manage are in line with the goals and objectives of the organization.
- Representation of ACBAR at Regional Advisory Boards, NGOs Coordination Meetings (NCMs), Provincial Coordination Meetings (PCMs), and representation at national level as/when required.
- Knowledge of Afghan laws in particular (NGO law, CoC) for enhancing coordination and NGOs activities.
- Ability to follow instructions and to ask for help when necessary.
- Courteous and polite when representing ACBA.
