Job Description:
RESPONSIBILITY SUMMARY
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager, reporting to the Deputy Director, will be responsible for building MEAL systems to ensure that ACBAR’s programs are of expected quality, have accountability mechanisms (e.g., share information, are participatory, and have complaints and feedback reporting mechanisms), and that learning is institutionalized for continuous program improvements. Working with relevant staff members, the MEAL Manager will be responsible for the design and implementation of MEAL plans for all projects. The MEAL Manager will be required to analyse collected information/data, and advise senior management on issues relating to program quality. The MEAL Manager will ensure that relevant ACBAR activities meet Core Humanitarian Standards and that ACBAR can help address accountability and feedback mechanisms among members, as well as supporting internal systems. The below responsibilities are not exhaustive; other tasks may be required according to changing operational and contextual needs.
KEY RESPONSIBILITIES
- Lead all aspects of ACBAR’s MEAL Department, including direct oversight and management of 3-4 direct reporting staff members within the department.
- Lead the development and implementation of a comprehensive and quality MEAL Manual for the organization.
- Lead the regular monitoring and reporting of progress against key performance indicators as established in ACBAR’s three-year strategy, providing updates to the Senior Leadership Team and Steering Committee, as needed.
- Work with the Programs Departments to develop comprehensive MEAL plans for each respective donor-funded program, demonstrating progress and ensuring grant compliance.
- Design standardized monitoring forms and approaches, training staffs on their proper usage. Oversee data collection regarding projects’ progress against established targets (e.g., performance trackers); update relevant database(s). Provide monthly and quarterly updates to senior management.
- Coordinate with the Program Manager and relevant staff members to provide timely inputs for required reporting – both ACBAR and donor reporting. Ensure that all reporting is of high quality and submitted in a timely manner.
- Work with MEAL, program, and partner staff members to develop evaluation tools and sampling protocols. Oversee surveys of project impact to ensure that deliverables are on target. Act as the focal point for all evaluations – both internal and external.
- Ensure MEAL information and evidence is used for senior management decision making and continuous program quality improvement.
- Support ACBAR members and partner organizations on issues related to use of MEAL systems in coordination and response planning.
- Serve as ACBAR’s focal point to the Data Working Group coordinated and led by UN and NGO Co-chairs.
- Lead the development of MEAL focused training curriculum to be delivered to ACBAR member organizations at the national and sub-national level.
- Support the development of research and engagement initiatives undertaken by the Programs Department, including research related to localisation, AAP, and other key strategic topics.
- Support internal planning to development and maintain stronger management information systems (MIS) and databases.
- Support the Senior Leadership Team to guarantee that ACBAR’S mandate, values, and policies are reflected throughout all operations and activities (e.g. Code of Conduct, PSEA, Anti-Corruption and Anti-Fraud).
Job Requirements:
- Minimum Bachelor’s degree in political science, social sciences, development studies, communications, or other relevant field of study. Master’s degree is preferred.
- Minimum of 8 years of relevant experience with NGOs in monitoring, evaluation, accountability, and learning reporting – with progressively more responsible positions.
- Documented experience in successfully implementing MEAL activities – including surveys, assessments, monitoring plans.
- Extensive experience in working with database applications and data analysis (e.g., Excel, STATA, SPSS, KoBo).
- Ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment; must be culturally sensitive.
- Exhibit a strong work ethic with a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time under pressure and in difficult security conditions.
- Excellent writing and verbal skills in English and Dari/Pashto for reports and communications documents.
- Experience working on programs with international donors (e.g., FCDO, ECHO) and UN agencies, with experience concerning their respective regulations and reporting requirements.
- Ability to mentor/coach and train junior staff members.
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY
- Ability to speak and write English, Dari and Pashto
- Ability to estimate time needed for work and budgets for monitoring and evaluation activities and/or travel
- Ability to lead teams, and to manage and support remote work in our regional offices.
