Job Description:
- Develops and drives the annual procurement strategy and plan, aligning with organizational priorities and budget cycles, in consultation with department heads and senior leadership.
- Provides strategic advice to senior leadership on procurement risks, opportunities, and compliance matters.
- Leads the development and continuous improvement of procurement systems, ensuring transparency, efficiency, and accountability across the entire supply chain.
- Ensures organization-wide compliance with all procurement-related policies, and legal requirements.
- Maintains ultimate accountability for the integrity and audit readiness of all procurement documentation and records.
- Manages the procurement of technical and non-technical items, personally handling strategic or high-value purchases while delegating routine procurements to team members.
- Leads high-value and strategic procurement negotiations, including complex contracts, RFQs, RFPs, and tender processes in consultation with the Procurement Committee.
- Directs market surveys and supplier research to gather accurate pricing and capability information, using insights to inform strategic sourcing decisions.
- Oversees the development and management of a robust supplier base, including pre-qualification, evaluation, and performance monitoring frameworks.
- Leads supplier selection, evaluation, quality assurance, and performance measurement processes, making final recommendations on supplier approval and removal based on performance data.
- Develops checklists and schedules to monitor supplier deliveries against specifications, quantities, timelines, and contract terms, reviewing monitoring reports from team members.
- Escalates and resolves significant supplier performance issues with senior leadership and the Procurement Committee.
- Provides strategic oversight of logistics and customs clearance processes.
- Resolves complex clearance issues personally, maintaining strategic relationships with customs officials and logistics providers to facilitate smooth operations.
- Ensures robust quality assurance mechanisms are in place, coordinating with technical teams to verify that procured goods and services meet organizational specifications and standards.
- Personally verifies quality and specification conformity for strategic procurements, ensuring any discrepancies are addressed immediately.
- Identifies systemic procurement risks and leads the resolution of complex, high-impact procurement issues in consultation with senior leadership.
- Develops and implements mitigation strategies to address procurement challenges and strengthen organizational resilience.
- Leads, mentors, and develops the procurement team, fostering a culture of accountability, continuous improvement, and high performance.
- Sets clear performance expectations, conducts performance reviews, and identifies professional development opportunities for team members.
- Establishes work standards and schedules, delegating tasks effectively and ensuring balanced workloads.
- Trains team members in methods, procedures, and compliance requirements, building organizational capacity.
- Maintains oversight of all procurement documentation, ensuring delivery documents (invoices, packing lists, waybills, Delivery Notes, GRNs) are properly prepared, signed, stamped, and filed.
- Ensures the team follows consistent record-keeping practices, personally reviewing records for high-value transactions and conducting spot checks for accuracy.
- Maintains ultimate accountability for the accuracy, completeness, and availability of all procurement documentation for audits and donor reviews.
- Prepares and submits monthly procurement reports by the 5th of each month, including completed procurements, outstanding PRs, and PO status, with analysis and recommendations.
- Reviews team inputs and validate data before submission, ensuring weekly status reports are shared with relevant departments and addressing any escalations.
- Prepares and presents procurement reports to governance bodies, auditors, and stakeholders, personally attending audit meetings and responding to queries.
- Performs any other tasks as assigned by the Line Manager.
Job Requirements:
- Minimum of 7 years of experience in procurement or supply chain management roles.
- Experience in the mining and construction industry is preferred.
- Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
- Relevant master's degree and procurement certifications (e.g., CSCP, CPSM) are advantageous.
- Proven experience in procurement or supply chain management, preferably in the mining and construction industry.
- Familiarity with mining and construction materials, equipment, and related suppliers is advantageous.
- Proficiency in procurement software, databases, and Microsoft Office Suite.
- Strong negotiation, contract management, and supplier evaluation skills.
- Knowledge of supply chain processes, logistics, and inventory management.
- Experience in developing and implementing procurement strategies and policies.
