Salam Afghanistan Media Organization (SAMO) is the parent organization to Salam Watandar (SW) Radio Kabul (98.9FM), Salam Watandar Radio Network, SAMO Research, Evaluations and Learning (REL) center, SW News Agency (www.swn.af), Professional Media and Communications Training Hub, and SAMO Professional Technical Workshop on Media and ICTs.

Job Description:

The Finance Officer is responsible for preparing monthly payroll, performing bank reconciliations, and coordinating with internal and external stakeholders such as the Ministry of Finance (MoF), Ministry of Economy (MoEc), banks, and auditors. The role also includes collecting internal financial reports from departments, following up on tax exemption and tax clearance procedures to obtain official letters, and supporting other financial tasks as needed. The Finance Officer works under the direct supervision of the Finance Manager.

 

  • Familiarity with QuickBooks and Record/Post the daily financial transactions in QuickBooks.
  • Ensure completeness and accuracy of supporting documents before recording transactions.
  • Maintain filing systems Update.
  • Reconcile bank statements with the Bank Book and resolve any discrepancies.
  • Ensure that taxes are entered into the ARDES system on time, accurately, and filled out correctly.
  • Submit Necessary documents for Tax Clearance and follow up until the tax clearance letter is obtained from MoF/MTO.
  • Submit the necessary documents for the tax exemption and follow up until it is issued by the MoF.
  • Ensure accurate and timely processing of payroll and Track employee advances, ensure timely redemption/Adjustments.
  • Good knowledge of the MoEc electronic system and work procedures, and the ability to record related reports timely.
  • Coordinate with external stakeholders such as MoEc, MoF, banks, auditors, and vendors.
  • Assist with internal and external financial audits by providing necessary documentation and support.
  • Maintain strict confidentiality of financial records and sensitive data.
  • Collaborate with other departments to ensure financial efficiency and alignment with organizational goals.
  • Ensure collection of related departmental reports on a monthly basis, no later than the 5th of each month.
  • Monitor expenditures and ensure compliance with financial policies and procedures.
  • Good understanding with procurement process/procurement cycle.
  • Verify invoices for essential details and report any suspicious documents to the line manager.
  • Ensure outstanding vouchers are settled in the subsequent month.
  • Assist in preparing donor financial reporting (if applicable).
  • Perform other duties as assigned by the supervisor.

Job Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field is required. A professional certification such as ACCA or a Master’s degree is a plus
  • Minimum of 3 years of relevant work experience in finance or accounting.
  • Familiarity with tax regulations.
  • Previous experience in NGOs is an asset
  • Fluency in [English and local language] (both written and spoken).
