The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 120 countries each year. About 21,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP has been working in Afghanistan since 1963. It has a main office based in Kabul including six field offices in Kabul, Kandahar, Mazar, Jalalabad, Faizabad and Herat cities covering all 34 provinces of the country.
WFP food assistance aims to help the most vulnerable, food-insecure Afghans, including women and children, and families affected by conflict and natural disasters. In the approved Country Strategic Plan (2018-2023), WFP Afghanistan is well placed to provide comprehensive support to the country in achieving Zero Hunger via its six closely interrelated outcomes, which range from emergency response to livelihoods creation, as well as nutrition Programmes based on a life-cycle approach, and the strengthening of national food systems.
WFP monitors the implementation of its Strategic Plan to ensure accountability to both donors and beneficiaries. However, the prevailing unpredictable security situation in Afghanistan, limits WFP from directly assessing food needs and monitoring food assistance programs and activities in many locations. As such, there is a need to enhance WFP’s monitoring capacity to ensure the right assistance reaches the right beneficiaries, at the right time. Third Party Monitoring (TPM) service providers are therefore crucial in undertaking activities on behalf of WFP such as: needs assessment, activity/progress monitoring, food distribution monitoring, post distribution monitoring, beneficiaries’ verification, and reporting.
The purpose of this EOI
The purpose of this request for REOI is to identify suppliers with the verified administrative, technical, and financial capacity to perform the recurrent monitoring services for WFP Afghanistan for the next 2-3 years (2023-2025).
