Request For Expression of Interest- Feasibility Study for Adult Learning and Education in Afghanistan
The Afghan National Association for Adult Education (ANAFAE), founded in September 2005, with the support of DVV International works to foster the development of local Adult and Community Learning Centers, promotes education strategies and programs for disadvantages groups, young adults, with a particular focus on literacy, basic education, education for employability and lifelong learning.
Women in Afghanistan experienced tremendous burden throughout the last decades of conflicts. Their education is traditionally neglected. In many rural areas only about eight percent of the women are literate.
In the literacy programs of ANAFAE and its partner DVV International, female participants learn reading, writing and numeracy, reflect on their role in the family and community, deal with health and hygiene topics and develop ideas for their own economic activities. These literacy programs have a direct and positive effect on personal development, on family health and on school attendance of children, they empower women who suffered most or support the reintegration of returnees and IDPs.
Objective of the project: The structure of non-formal education program offers is maintained and enables access to education for everyone.
Goal of the study:
The goals of the feasibility study are:
- Assessment of the project implementation since August 2021 and answers to the questions if the work can presumably be continued under the new framework condition.
- Analysis of:
- a) the ability of the new ANAFAE team to complete the present project and
- b) if the ANAFE team holds the capacities to manage and implement new strategic outlines at macro, meso and micro levels successfully.
- Proposal of future ideas,possibilities, and priorities of new directions of adult education projects, that meet the needs of young adults, especially of young women in present Afghanistan including the feasibility of future work and an assessment of the risks.

- Technical proposal covering the following aspects (maximum of 5 pages);
- Narrative overview displaying an understanding of the task
- Detailed methodology
- Work Plan, including detailed proposed steps of implementation
- Consideration of any specific requirements envisaged for the evaluation
- Consideration of the specific context (country, topic)
- Internal Quality Management
- A detailed financial proposal with all expected costs (Please use the template provided and submit with a hand-written signature).
