Request For Call for Applications RFA # Afghanistan - YR1-002

Dear Prospective Applicant,
Abt is soliciting organizations to apply for grant funds made available through the Local Health System Sustainability (LHSS) Project. Client: United States Agency for International Development (“USAID”). This document provides you with information about eligibility requirements and instructions for how to apply for these funds if your organization is eligible.
This Request for Application (RFA) includes a programmatic and activity description package which should be reviewed prior to your completion of all supporting documents outlined below. The anticipated outcome of this solicitation is one or more Fixed Amount Award(s), pending confirmation of the selected Applicant’s eligibility to receive an award and the selected Applicant’s meeting the technical and administrative qualifications necessary, as outlined herein. The anticipated terms and conditions of any resulting award are included in the Annex F Sample Fixed Amount Award. If the Applicant is unable to comply or takes exception with any of these terms or conditions, it should make clear in its application the specific term or condition and exception to take. Grant Objectives:
The primary objective of this grant is to increase health product coverage and to support the establishment of franchising and provider networking models to improve the provision of priority health services through the private sector in Afghanistan. Organizations will be supported through grants to:
1. Expand their existing product and service basket and/or geographic coverage in urban and peri-urban areas of Kabul, Herat, Kandahar, Balkh, and Nangahar,
2. Generate demand for these products and services, and
3. Strengthen their organizational capacity and financial sustainability.
Priority health areas include: family planning (FP); maternal, newborn and child health (MNCH); nutrition; tuberculosis (TB); and non-communicable disease (NCD).
LHSS will achieve this objective by issuing one or more strategic grants to national and regional private sector organizations (for-profit and not-for-profit) of varying provider types and business models that serve low-income urban populations with innovative delivery approaches which, collectively, address each of the project’s core health and geographic priorities. Grantees will expand the scope and/or geographic reach of products and services they are currently delivering or plan to deliver in Afghanistan. Grantee delivery models should be user-paid to differentiate from free and subsidized services and encourage for-profit organizations for sustainability.
