Request For External Annual Financial Audit of Help in Afghanistan (Re Announced)
“Help -Hilfe zur Selbsthilfe” is a German non-governmental charity-organization duly registered with the courts of law in Germany and in several host countries, such as Afghanistan. Help was founded in 1981 and started providing humanitarian assistance for Afghan refugees in Pakistan and soon extended to development-oriented activities. We provide aid and development-support regardless of race, creed or nationality. Priorities are set on the basis of need and upon the request from partners and vulnerable communities to cooperate fairly and transparently.
Help in Afghanistan, wishes to engage the services of an audit firm, ‘the Auditor’, for the purpose of conducting an annual audit of the organization for the financial year of 2022 ended at 31 December 2022.
The audit is carried out in accordance with international audit standards issued by International Organization Federation of Accountants (IFAC) and Help’s donors’ guidelines given in project contracts. The audit is carried out by an external, independent and qualified auditor (Chartered Accountants/Certified Public Accountant/Authorized Public Accountant).
Subject of the Engagement
The subject of this engagement is conducting an annual audit for Help in Afghanistan for the year of 2022 ended at 31 December 2022.
This engagement examines, assesses and reports in compliance with the terms and conditions of Help’s donors’ general conditions and applicable laws and regulations regarding accounting and taxes.
The audit will be carried out in accordance with international standards of auditing. It will include such tests and controls as the auditor considers necessary including any visits to project sites. Representative sampling may be used as the auditor considers necessary. This exercise is required to give full and satisfactory audit discharge to the project expenditure from 01 January 2022to 31 December 2022. The specific focus will be:
- To establish that the funds have been recorded and funds have been expended in accordance with the terms and conditions of the projects’ contracts.
- Items and services have been procured in accordance with the guidelines included in the contract.
- Necessary supporting documents, records and accounts have been kept in respect of programme expenditure.
- To establish the physical existence of Help-funded projects assets per the asset register, their conditions and locations.
- Whether the systems, procedures and controls, contractual or otherwise, adopted by Help are efficient, effective and transparent.
- Whether these systems, procedures and controls enable Help to discharge its contractual obligations to donors including its financial and project management obligations.
- Whether improvements to Help systems, procedures and controls can be made as a result of the findings of this audit.
- Whether the funds in Help accounts were deposited, transferred and spent properly in compliance with its donors’ guidelines and other relevant financial policies and procedures as stipulated under the projects’ contracts.
