Provision of Rehabilitation Services to ERW Victims and Persons with Disabilities in Afghanistan

Background

Afghanistan has experienced prolonged conflict, resulting in a high number of individuals who have been injured or otherwise affected by conflict, including landmines, unexploded ordnance, and other forms of violence. Victim assistance, including medical care, rehabilitation, psychosocial support, legal assistance, and socio-economic inclusion, is a critical area of intervention to ensure that victims of conflict receive the support and rehabilitation they need.

The HALO Trust is committed to supporting individuals affected by Explosive Remnants of War (ERW), landmines, and other causes of disability not only through clearance by providing holistic support. Therefore, HALO is seeking a partnership who are committed to improving the lives of victims in Afghanistan through comprehensive, holistic, and sustainable assistance programs. These partnerships will support the targeted communities in providing quality assistance to victims.

 

Purpose of the Partnership

The overall objective of this partnership is to provide comprehensive and inclusive victim assistance programs in targeted areas where HALO is operational. The key objectives are:

  • To provide support to victims of conflict-related incidents, including but not limited to landmines, unexploded ordnance, and improvised explosive devices (IEDs).
  • To enhance the rehabilitation and reintegration of victims (through referrals), ensuring that they are able to access healthcare, psychosocial support, vocational training, and other services necessary for rebuilding their lives.
  • To improve the legal and social protection frameworks for conflict victims, including the creation of safer environments for their participation in society.
  • To ensure coordination with national and international stakeholders to avoid duplication of efforts and maximize the impact of victim assistance interventions.

 

Key Activities and Responsibilities

  • Physiotherapy services for ERW victims, landmine survivors, and persons with disabilities.
  • Produce and distribute prosthetic and orthotic devices, as well as repair and maintenance.
  • Referral services for secondary medical support such as X-rays or medications.
  • Counselling and psychosocial support for persons with disabilities.
  • Disability awareness and prevention sessions for both beneficiaries and the host community.
  • Developing and implementing victim assistance programs according to the needs of the affected communities.
  • Ensuring the effective use of resources and accountability for project funds.
  • Adhering to international humanitarian standards, including safeguarding principles and respect for human rights.
  • Providing capacity-building support to local stakeholders (government, civil society, etc.).
  • Coordinating with other humanitarian actors and ensuring alignment with the national victim assistance plan.
  • Preparing detailed reports, including financial, narrative, and monitoring data, as per the reporting requirements.

 

Qualifications of the Partner

  • Be a registered non-governmental organization (NGO with experience in victim assistance, humanitarian aid, or related fields)
  • Be registered with related ministries.
  • Demonstrate a proven track record of implementing victim assistance programs or working in related areas such as case management, rehabilitation, and social protection.
  • Possess relevant technical expertise, including but not limited to medical professionals, social workers, legal advisors, and vocational trainers.
  • Demonstrated experience working nationwide, with a strong understanding of local contexts and cultural sensitivities.
  • Ability to work in challenging environments and engage with local communities, including vulnerable groups such as women, children, and persons with disabilities.

 

Application Process

  • EOI Submission: Organizations must submit their EOIs according to the guidelines provided, ensuring that all required documents and supporting information are included.
  • Review of EOIs: A selection committee will review all submissions based on the criteria outlined in the EOI. Shortlisted organizations will be invited for interviews and due diligence process.
  • Final Selection: Based on the review process, selected organizations will be notified and invited to enter into a partnership agreement.

Please note that this is a prescreening process, and any formal engagement will be subjected to secured funding.
