Introduction
This call for Proposals for promotion of Innovative and Digital Tools is funded by UNDP and is being implemented by Gloria Consulting, this is a comprehensive program designed to support Afghan youth in launching or expanding digital startups. The project involves organizing a national contest to identify 5 promising digital startups. Selected participants will receive a grant for a value of 842,532.00 AFN as seed funding to help launch or scale their startups, with ongoing monitoring to ensure sustainable business growth.
The project aims to stimulate innovation, create employment opportunities, and foster a network of digitally savvy entrepreneurs capable of addressing local challenges through technology-driven solutions.

Gloria Consulting is the implementer of AHEAD project funded by UNDP, Gloria Consulting is facilitating the growth of Afghanistan’s startup ecosystem by empowering Afghan youth and women in digital entrepreneurship. Through the AHEAD project, we aim to provide critical support, training, and funding to aspiring entrepreneurs, helping them drive economic growth and digital transformation across Afghanistan.

Grant Details:
Grant Amount: 842,532.00 AFN
Purpose: To support the development, scaling, or innovation of digital startup initiatives.
Objectives:
1. Promoting digital innovations
2. Assisting youth in finding employment opportunities
3. Helping youth establish or expand their own businesses
4. Providing seed funding for start and expand of youth businesses
5. Integrating digital tools and technologies in multiple sectors
Sectors:
· E-Health (Telemedicine platforms that connect local populations with healthcare professionals both inside and outside the country, providing vital healthcare services in remote areas)
· E-Commerce (Innovative digital solutions that enhance online service delivery, improve logistical infrastructure, and create new markets for Afghan products and services)
· Skills Development (Platforms that offer accessible education and skill development opportunities, particularly for marginalized groups, such as women and youth, to better prepare them for employment in the digital economy)
· Service Continuity (Job Matching Portal, Skills Aggregation portal, Jobs Promotion in remote areas, Volunteers Portal)
Eligibility Criteria:
· The contestant should be local individual
· The business idea is a practical idea and matches the current technological infrastructure
· The business idea is accessible in remote or contactless areas
· The business idea or the existing business should have digital elements as their core business or have important digital elements
· The contestant should be expert in the field they want to start or should have expert team with multiple years of experience in related field
· The business or startup is tested to be successful or has the potential chances of success
· The business idea is novel and matching to the current market conditions
· The idea and startup are a promising idea and is feasible to achieve
· The startup or business can leverage from the seed fund
· The startup or business can operate sustainably in next 2 years
· The startup or business can create 3 new job opportunities
· The startup or business is a registered business and has a registration certificate - optional
Selection Criteria:
From the pool of the received Proposals and contestants Gloria Consulting will select only 5 Proposals. The selection of the contestants will be based on the vote of selection committee, the committee includes successful digital entrepreneurs, digital experts, representatives approved by UNDP. The selected Proposals should be:
· Implement ability: The startup or business should be able to practically implement their business plan within 3 months.
· Innovative: Pursuing technology as their core business or important business element.
· Respond to a problem: The business idea or the existing business should be based on a problem that the business is solving it using digital elements.
· Existing of Digital Elements: Digital elements should be visible and available in the business idea or existing business.
· Feasibility of implementation: The idea should be feasible to implement with current digital market conditions of Afghanistan.
· Have expert team: The startup or the entrepreneur should have a strong team with experience in their field of business.
· Need for Assistance: The startup or the existing business should explain the need for the seed fund and the places it will be spent.
· Ability to launch or expand with 842,532.00 AFN: The startup or the existing business should be able to leverage or expand from the seed funding within 2 months.
· Ability to access micro credit: The startup or business should be able to access other microcredits and self-contribution for sustaining and improving the business.
