Request For Establishment and Operation of 23 Community Bakeries in Ghazni Province, Afghanistan

Scope of Work

 

This Scope of Work (SoW) provides a detailed outline of the work and responsibilities for suppliers to support the establishment and operation of the 23 community bakeries. The selected contractors will provide goods, services and support in line with the project’s needs as specified in the budget, including the construction, repair and maintenance of bakeries, as well as the provision of bakery tools and ingredients. The objective of this project is to enhance food security and strengthen social cohesion in the Jaghori and Central Ghazni districts of Ghazni Province by establishing 23 community bakeries (CBs). The project will address the immediate food needs of vulnerable populations by providing consistent access to bread, while promoting community engagement, empowerment and social protection. The intervention will also foster a protection-enabling environment for men, women, children and persons with disabilities, ensuring they can exercise their fundamental rights, including access to humanitarian assistance and freedom of movement.

 

Key Deliverables

1. Procurement and Delivery of Bakery Tools and Equipment

  • Bakery Tools: Provide all necessary bakery tools and equipment, including but not limited to ovens, mixers, bread molds, knives and weighing scales.
  • Oven Installation: Install 23 commercial ovens, ensuring proper functionality, safety measures and durability for baking operations.
  • Packaging and Storage Equipment: Supply materials for packaging (e.g., bags, trays) and appropriate storage solutions (e.g., shelves, containers) for ingredients and finished products.

2. Bakery Construction and Maintenance

  • Building Construction: Provide the necessary construction services for the establishment of 23 bakery buildings. This includes site preparation, foundation work and overall structure construction that meets local safety standards and regulations.
  • Ongoing Bakery Repair, Support and Maintenance: Repair and upgrade existing bakeries where necessary, ensuring they are functional and safe for food production.

3. Supply of Raw Materials

  • Wheat Flour: Provide consistent and reliable supplies of high-quality wheat flour for baking, meeting local quality standards and project specifications.
  • Baking Ingredients: Supply additional ingredients, including but not limited to baking soda, salt and other essential ingredients for bread production.
  • Cooking Gas: Supply and deliver cooking gas for bakery ovens and other equipment, ensuring timely delivery and availability at each bakery.

4. Logistical Support and Transportation

  • Transportation Services: Provide transportation for all supplies, equipment and materials to the 23 bakery locations in Jaghori and Central Ghazni districts.
  • Delivery Timelines: Ensure that all deliveries are made on time, as per agreed schedules, to prevent delays in the bakery construction and operational activities.
  • Storage and Handling: Proper handling and storage of materials, ensuring no spoilage, damage, or loss of supplies during transportation.

 

Specific Responsibilities of Suppliers and Logistic Service Providers

  • Construction Materials: Provide high-quality construction materials for building bakery structures, including concrete, steel, bricks and other essential building materials.
  • Bakery Tools and Equipment: Deliver all necessary tools and equipment for bakery operations, including ovens, mixers and storage containers. These should be durable, energy-efficient and tailored for local conditions.
  • Bakery Ingredients: Ensure the supply of essential baking ingredients, such as wheat flour, salt and baking soda, in bulk quantities as required for the bakery operations.
  • Transportation of Equipment and Materials: Safely transport all bakery equipment, construction materials and ingredients to each bakery site.
  • Timely Delivery: Adhere to agreed timelines for the delivery of all materials to ensure the smooth implementation of the project without delays.
  • Storage and Handling: Provide adequate warehousing and handling services for materials awaiting transport to ensure they remain in good condition.

 

Duration of Work

The project is expected to span a period of 5 months. Contractors must adhere to the following milestones:

  • Phase 1: Delivery and installation of bakery equipment and tools.
  • Phase 2: Completion of bakery construction and repair works.
  • Phase 3: Ongoing supply of raw materials and maintenance services as per contract terms.

 

Performance and Quality Standards

  • Compliance: All work and services provided should meet the local regulations and international standards where applicable.
  • Quality Assurance: Suppliers must guarantee the quality and durability of bakery tools and equipment. All construction and repair work must be inspected and approved by relevant local authorities.
  • Sustainability: Suppliers should aim to use environmentally friendly materials and practices where possible, minimizing the environmental impact of the project.

 

Reporting and Communication

  • Progress Reports: Contractors will submit regular progress reports to the project manager, documenting completed work and any challenges encountered.
  • Communication: Contractors must maintain open and timely communication with WSTA throughout the project, including providing updates on delivery schedules, construction progress and any issues related to the supply of materials.

 

Acceptance Criteria

The project will be considered complete when all 23 bakeries are operational, fully equipped and stocked with necessary ingredients. The installation and construction should meet all technical specifications outlined in the contract and the bakeries should be ready to start operations.

 

Payment Terms

  • Payment will be made according to the project phases, upon successful completion of each milestone and after the delivery of specified materials and services.
  • Final payment will be contingent upon the satisfactory inspection and approval of the completed bakeries and equipment installations.
