Procurement of Works for: Extension of Khost Cricket Ground Stands

1. This Invitation for Bids (IFB) follows the General Procurement Notice for this project, which was published on 16 April 2025 in Development Business.
2. The Afghanistan Cricket Board (ACB) has received funding from the International Cricket Council (ICC) to support its development projects. A portion of this budget will be applied to eligible payments under the contract for the Extension of Khost Cricket Ground Stands.
3. The Procurement Management Department, acting on behalf of ACB, now invites sealed bids from eligible and qualified bidders for the above-mentioned project, under reference number ACB/ICC/PRO/W/FACILITY & TURF MANAGEMENT/2025/AFG/NCB-002.
4. The total completion period is 270 calendar days, which includes a 30-day slack period to accommodate weather disruptions, flood conditions, or delays related to construction logistics.
5. Bidding will be conducted through National Competitive Bidding (NCB) procedures, in accordance with ACB’s Procurement Guidelines, and is open to all bidders from eligible sources as defined in the bidding documents.
6. Interested eligible bidders (i.e., construction companies with relevant experience) may obtain further information, including the BOQ and NCB documents, from either of the following:

Important: Bidders are required to attend the pre-bid meeting. Those who fail to attend will not be eligible to participate in the bid opening session.
7. Qualifications requirements include:
- The minimum required average annual volume of construction work for the bidder, calculated as total certified payments received for contracts in progress or completed, shall be at least AFN 63,000,000 over the last seven (7) years.
- For JV Experience as prime contractor in the construction of at least one works of nature and complexity equivalent to this work during the last Seven (7) year’s total AFN 27,940,000 for a single contract, or a total of AFN 36,670,000 for two contracts. (JV is not applicable for this project).
- Bidders must provide proposals demonstrating how they will timely acquire (through ownership, leasing, rental, or hiring) all essential construction equipment listed in the bidding documents.
- The bidder must demonstrate access to, or availability of, financial resources such as bank statement, liquid assets, and/or credit facilities (net of other contractual commitments and exclusive of any advance payments expected under this contract) in an amount not less than AFN 17,500,000 (Seventeen Million and Five Hundred Thousand Afghanis).

8. A complete set of Bidding Documents in English may be obtained free of charge by interested bidders on the submission of a written Application to the address mentioned below.
9. The site visit is mandatory for all interested bidders and will be held on 28 April 2025 at 11:00 AM. Bidders must visit and examine the site at their own risk and expense to gather the necessary technical information from ACB’s engineer. Attendance must be confirmed by signing the official sheet prepared for the visit. Only those who attend and sign will be allowed to participate in the bid opening. No complaints will be accepted from bidders who fail to attend.
10. A pre-bid meeting will be held on 30 April, 2025 at 10:00 AM at the Afghanistan Cricket Board office (address below). The purpose is to explain the bidding process, clarify requirements, and answer any questions. Attendance is mandatory. Bidders who fail to attend may be disqualified or will not be entitled to seek clarifications after the bid opening.
11. Bids must be delivered to the address below on or before 10:00 AM on 06 May 2025. If this date falls on an official holiday, submission will be accepted on the next working day at the same time and venue. Electronic submission is not permitted, and late bids will be rejected. Bids will be opened physically at the same address and time, in the presence of bidders’ representatives who choose to attend.
12. All bids must be accompanied by a Bid Security of AFN 1,100,000, issued by a reputable bank.
