Subject: Invitation to Bid for the Supply and Delivery of Training Kits for the Renew and Restart Project
1. Introduction
NOVE Caring Humans (NOVE) is a non-profit organization dedicated to sustainable socio-economic development, vocational training and humanitarian support. In partnership with the World Food Programme (WFP), we are implementing the Renew and Restart Project to enhance food security and the socio-economic independence of 250 vulnerable Afghan women.
As part of this initiative, NOVE invites qualified and registered suppliers to submit sealed bids for the supply and delivery of 257 complete training kits, each consisting of 41 specific items.
2. Project Objective
The project is designed to:
- Provide technical training on handicraft production using recyclable materials
- Enhance soft and business skills
- Facilitate market linkage and promote women’s economic empowerment
- Distribute conditional cash assistance through WFP’s CBT mechanism
3. Items to be Supplied
Each training kit includes 41 specific items per beneficiary.

4. Bid Submission Requirements
Your bid must include the following:
- Unit price for each item
- Total cost of one complete kit
- Total cost for 257 kits
- Delivery lead time
- Validity of the bid (minimum 30 days)
- Company profile and valid registration documents
- Past experience (preferably with NGOs or UN agencies)
- Warranty/quality assurance, if applicable
- A valid bank account, Tax Identification Number (TIN) and copy of Tazkira are mandatory, as all payments will be processed through bank transfers only.
5. Financial Requirements/Mechanism:
Upon successful delivery of 257 complete training kits by the supplier and confirmation of compliance with the agreed specifications, payments will be processed based on the availability of project funds. The payment may be made in one of the following ways:
- In three separate installments across three different months, subject to fund availability; or
- In full, through a single installment, if project funds are readily available at the time of delivery.
and
- Tax calculation (NOVE will deduct taxes, 2% for registered suppliers and 7% for unregistered suppliers).
The final payment schedule will be communicated by NOVE accordingly.
6. Evaluation Criteria
Bids will be evaluated based on the following weighted criteria:
- Price competitiveness (30%)
- Compliance with specifications (25%)
- Delivery timeline (20%)
- Past performance/experience (15%)
- Administrative compliance (10%)

8. Terms and Conditions
- NOVE reserves the right to reject all or part of any bid without assigning reasons.
- Any attempt to influence the procurement process will result in disqualification.
- All items must be brand new, unused and in accordance with required standards.
