Request For Procurement Consultancy/Consultant
1. Background
Hagar International is a globally recognized NGO, established in 1994, with a mission to support the most vulnerable and marginalized communities, including survivors of human trafficking and abuse, through long-term, trauma-informed care. Hagar currently operates in Afghanistan, Cambodia, Vietnam, Singapore, and Thailand, with support offices in Australia, New Zealand, Singapore, and the USA.
Hagar Afghanistan, established in 2008, delivers survivor-centered programming for vulnerable Afghan women, children, youth, returnees, and internally displaced persons (IDPs). To strengthen compliance, transparency, and accountability, Hagar Afghanistan seeks to develop a context-appropriate Procurement Manual, building on best practices, organizational standards, and learning from the Hagar Cambodia procurement manual.
2. Purpose of the Assignment
The objective of this consultancy/Consultant is to develop a comprehensive Procurement Manual for Hagar Afghanistan that:
- Aligns with Hagar International’s standards and donor requirements.
- Incorporates lessons from the Hagar Cambodia procurement manual.
- Reflects the operational and regulatory realities of Afghanistan.
- Provides practical tools, forms, and annexes to ensure effective implementation.
- The process needing to consider 'modernizing' procurement processes as part of this process.
3. Scope of Work
The Consultancy/Consultant will:
- Review the Hagar Cambodia Procurement Manual as a reference framework.
- Assess current procurement policies, procedures, and practices in Hagar Afghanistan.
- Analyze Afghanistan’s NGO operating environment, including relevant laws, regulations, and procurement norms.
- Draft a Procurement Manual that includes:
- Procurement principles, ethics, and thresholds.
- Clear roles and responsibilities for staff.
- Standard procurement procedures (open tendering, quotations, direct procurement, emergency procurement, etc.).
- Templates and annexes (forms, checklists, evaluation tools, contract formats, etc.).
- Conduct consultations with key Hagar Afghanistan and Hagar International staff to ensure relevance and usability.
- Finalize the manual incorporating feedback from Hagar Afghanistan and Hagar International staff.
4. Deliverables
- Inception Report: Workplan, methodology, and outline of the manual.
- Draft Procurement Manual: Including all annexes and tools.
- Final Procurement Manual: Revised based on feedback from Hagar Afghanistan and Hagar International.
- Brief Training Session: Orientation for staff on how to use the manual.
5. Duration and Location
- Estimated duration: 20–25 working days spread over 1–2 months.
- Location: Remote and Kabul-based (if feasible). Virtual consultations with staff may also be required.
6. Required Qualifications
- Advanced degree in business administration, procurement, finance, or a related field.
- Minimum 7 years of professional experience in procurement and compliance, preferably with international NGOs.
- Proven expertise in NGO procurement processes in Afghanistan.
- Demonstrated ability to draft organizational manuals and standard operating procedures.
- Strong knowledge of donor compliance requirements (USAID, EU, UN, etc.).
- Excellent writing, communication, and facilitation skills.
- Fluency in English required; Dari and/or Pashto desirable.
7. Reporting & Supervision
The consultant will report directly to the Country Director Hagar Afghanistan with technical oversight from Hagar International’s Operations/Finance team.
