Project End Evaluation/Review Consultancy Service
Introduction
World Vision Afghanistan (WVA) invites qualified and experienced consultants or firms to express their interest in providing consultancy services for the upcoming DAWAM Project Endline Evaluation. This call aims to identify capable and interested professionals ahead of the release of the final Terms of Reference (ToR).
1. Background
World Vision Afghanistan (WVA) is a humanitarian and development organization committed to improving the wellbeing of vulnerable children, families, and communities across Afghanistan.
The DAWAM Project, funded by the Foreign, Commonwealth and Development Office (FCDO), delivers integrated Health, Nutrition, and WASH services to communities in Herat, Ghor, Badghis, Faryab, Daikundi, Badakhshan, and Nangarhar provinces, in partnership with Action Aid Afghanistan, Action Against Hunger, BBC Media Action, AADA, AWEC and NQA organizations.
To assess the overall achievements, outcomes, and impact of the DAWAM Project, WVA intends to conduct a Project Endline Evaluation. The study will measure outcomes, Impact and Validate theory of change, document key lessons learned, and provide evidence-based recommendations to guide future programming.
2. Objective of the Assignment
The primary objective of the consultancy is to conduct a comprehensive endline evaluation of the DAWAM Project, assessing progress toward project objectives and expected results as outlined in the approved logframe and MEAL framework. Specific objectives will be detailed in the final ToR once approved.
3. Scope of Work
The consultant/firm will be responsible for:
- Reviewing project design, logframe, indicators, and existing M&E data.
- Developing and validating data collection tools (quantitative and qualitative) aligned with project indicators.
- Conducting field data collection in target provinces with attention to gender, inclusion, and ethical standards.
- Analyzing collected data using appropriate statistical and qualitative methods.
- Preparing a comprehensive report that includes findings, conclusions, and actionable recommendations.
- Presenting key findings to WVA and consortium partners.
4. Consultant Qualifications
Interested consultants or firms must demonstrate:
- Proven experience in conducting endline evaluations or project reviews in humanitarian/development settings, preferably in Afghanistan or similar contexts.
- Strong technical understanding of MEAL systems, survey design, sampling, and data analysis.
- Expertise in Health, Nutrition, and WASH sectors (experience in consortium projects is an asset).
- Excellent analytical, English report writing, and presentation skills (Dari/Pashto proficiency is an advantage).
- Ability to mobilize a qualified team and initiate work within a short timeline after ToR approval.
5. Expected Deliverables
Interested consultants or firms must demonstrate:

6. Duration and Location
Duration: Approximately 80 working days (tentatively [Nov – Feb, 2025]).
Location: Data collection across seven project provinces (Herat, Ghor, Badghis, Faryab, Daikundi, Badakhshan, and Nangrahar). Analysis and reporting may be conducted remotely or in-country.

8. Important Notes
- This is an Expression of Interest only, submission does not constitute a formal offer or commitment.
- A detailed Terms of Reference (ToR) will be shared with shortlisted consultants once approved.
- Only shortlisted applicants will be contacted for the next stage of selection.
- World Vision Afghanistan reserves the right to accept or reject any application without assigning reasons.
