INVITATION TO BID
RRAA invites you to attend the bidding process of 5 pipe Scheme Network (Ground Reservoir, Gravity Water Supply Network bore well, stand tap, solar system and guardroom),
Construction services 5 Pipe scheme network (Ground Reservoir, Gravity Water Supply Network bore well, stand tap, solar system and guardroom) in 5 village/districts of Nangarhar province
- Dowlat khil village Achin district.
- Langar Talay and Manz Kaly village Kot district
- Wadana village Kot district.
- Shemol Sangar village Dra-e-Noor district
- Shemol Chaman Bagh village Dra-e-Noor district.
The following documents shall in addition be submitted with the tender.
Your tender bid must include the documentation listed below. Please use this list as a checklist before submitting your tender to the Rural Rehabilitation Association for Afghanistan (RRAA):
- Quotation Submission Form (attached), if not provided the application will be rejected
- Company Profile, Factsheet, and Technical Specifications in the construction sector of Pipe Schemes
- Copies of Updated Registration Certificates to work in the construction sector (including Construction of Pipe Schemes Networks only if not previously submitted to the Contracting Authority). If not provided, the company will not be considered for further processing.
- National ID Card of the Owner of the Participating Company
- The applicant company must provide the Tax Identification Number (TIN), if not the company application will be excluded from bid.
- Last Year’s Tax Clearance Certificate. If not provided, the applicant will not be considered for further processing.
- Provide Proof of 3 Years of Working Experience in the similar sector of constructing Water Pipe Schemes, if not provided the application will be rejected.
- Documents for 2-3 Similar Completed Projects (contracts) from the past years, including contact details for references, if there are no experienced letters, contacts/Contracts or certificates the organization will not be considered for further processing.
- Bid Security in the form of a Valid Bank Guarantee (5% of the total bid value), Cash or other related guarantee letters from Saraf or MSP will not be accepted. If bank guarantee of 5% is not provided, the applicant will not be considered for further processing.
- All Tender Pages signed and stamped by the supplier. If not signed and stamped, the documents will be rejected.
- The Construction Company must conduct a site visit before submitting the Bill of Quantities (BoQ) and Request for Quotation (RFQ). A report on the site visit should be provided; otherwise, the company will not be considered for further evaluation.
- Provide a Construction and Implementation Plan along with a Commitment Letter, outlining the timeline from the signing of the contract to the completion of the contracted pipe schemes at the targeted site.
- The supplier should provide a list of construction machinery related to the pipe schemes they possess.
- Letter of Acceptance of RRAA General Terms and Conditions and Code of Conduct
- A valid, updated business license or AISA certificate is required to work in the construction sector. If not provided, the company will not be considered or authorized for sectors other than construction.
- A Power of Attorney must be provided through an official letter if the proposal (RFQ) is signed by someone other than the President or Vice-President. If not provided, the applicant will not be considered for further processing.
- Provide bank financial statements for the last two months to demonstrate financial stability of at least 20% of the total value quoted in the RFQ. This is necessary to initiate the initial 20% of work on the pipe schemes before receiving the first installment from the contracting authority.
- The supplier must provide a list of WASH professionals/engineers' CVs, along with a list of other related staff members contributing to the construction of the pipe schemes.
- The supplier must have a physical and an operational office in Nangarhar province. Failure to comply with this requirement will result in disqualification from further consideration.
- The Bill of Quantities (BoQ) must be completed in a detailed sequence. Applicants should not provide lump sum amounts that are unclear or unspecified. Failure to adhere to this requirement will result in disqualification from further consideration
Other Terms and Conditions:
Obligations of the Supplier:
- The supplier is obliged to construct Pipe Schemes Networks as per specifications under the approved designs. In case of discrepancies, RRAA reserves the right to reject the Contracts.
- The supplier must construct the required pipe schemes as per Bill of Quantities and approved designs during the specified time and duration mentioned in the contract or mutual agreement.
- The supplier is responsible for replacing any goods that do not meet quality standards according to the specifications within required time and duration, free of any extra charges.
- If any changes or actions are needed, both the Contracting Authority and PRRD/MRRD must be informed by the construction company
- During the bid opening, the president and vice president of the company must be present. If they are unable to attend, an authorization letter from the owner or delegated authority must be provided; otherwise, the company will not be considered for the bid.
- The participating company will not be considered the winner solely based on the lowest price but must fulfill all other requirements and specifications outlined in the RFQ.
- The supplier must have a physical and operational office in Nangarhar province. Failure to comply with this requirement will result in disqualification from further consideration.

Important Note 1:
Interested bidders are required to provide a 5% bid security of the total amount/value of the application/BoQ in the form of a Bank guarantee /Bank Tazmin Letter only; no other sources will be accepted. The guarantee must be made out in the name of the Rural Rehabilitation Association for Afghanistan (RRAA) for the total bid value. Bid security will be returned to unsuccessful bidders after the tender committee's decision. For the successful bidder, the bid security will remain as a guarantee or Tazmin with a valid bank until the end of service or contract expiration. Tender applicants without bid security will not be considered for further processing or participation.
Validity
- Quotation Validity: Quotations shall remain valid and open for acceptance for 30 days from the date of issuance, from 18 November 2025 to 17 December 2025, at 8:00 AM Kabul time.
- Collection Date and Time: Quotations can be collected on November 18, 2025, from 8:00 AM to 4:00 PM each day. On the final day of the announcement, December 17, 2025, collection will be available until 9:00 AM.
- Bid Opening Date and Time: The bid opening will take place on December 17, 2025, from 10:00 AM to 12:00 PM at the Jalalabad ERO office at the address mentioned above. If the mentioned date falls on a holiday, the validity shall be extended to the next working day.
