The Kits will be distributed in the target villages of Dar-e-Noor District, Province of Nangarhar, and Chawkay District, Province of Kunar.

Sub Lot-b) 122 units of portable heating system composed by:
- 1 portable gas stove with a flat surface, okrina, with 5m of pipe, 1 gas regulator, fitting for the pipes, which can also be used to boil water and cook basic foods;
- 1 gas cylinder, 5kg iranian model, with 5kg of gas, compatible with the model distributed
- 1 gas cylinder, 10kg iranian model, with 10kg of gas, compatible with the model distributed (alternatively)
Sub Lot-c) 1080 units of protection from rain and snow set, each composed by:
- 1 waterproof, robust plastic sheet, at least 3 x 4 meters
- 50 meters of cord/rope (diameter ≥ 0.5 and ≤ 0.7cm)
LOT 2 – Hygiene Kits
PANGEA and SDA:
Sub Lot-d) 998 basic hygiene kits containing the following items:
- Antiseptic soap (160 g) 6 Pcs and a plastic container
- Laundry detergent (200 g)
- Toothbrushes for adults and children, toothpaste (125 g) 7 Pcs (4 Large, 3 Medium Size)
- Shampoo Net Volume 315 ml (1 Bottle) and Soft Cotton Cloth (2M2) (2 Pcs)
- Towel (30x50 cm) 5 Pcs
- 1 Cup, 1 bucket, and 2 plastic water containers (20 liters)
- 1 Kitchen paper roll, 7 sponges, and 3 tea towels (30cm x 30cm)
- disposable Sanitary pads (30 Pcs)
- Multi-purpose disinfectant and dermatological ointments (Betamethasone 30 g 1 Pcs, Candaxin 30 g 1 Pcs, Beta genic 30 g 1 Pcs)
- Scabex soap for the prevention of scabies (2 Pcs)
- Water purification tablets (1 Packet per packet contains 30 tablets)
- Basic kit of essential medicine: Oral rehydration salts (ORS 6 Pcs)+ Tablet Zinc 20mg (3 packets per packet contains 10 tablets).
Sub Lot-e) 300 sets for special addition to hygiene kits containing the following items:
- 1 box with 100 disposable gloves
- 1 box with 100 antibacterial wipes
- 1 box with 50 diapers (25 Medium + 25 Large)
Sub Lot-f) 1298 set of special hygiene items:
- 1 Neem oil bottle ≥ 30ml
LOT 3 – AGRICULTURE
PANGEA, SDA, VDT, and RAADA:
Sub Lot-g) Set of separate items for safeguarding harvest:
- 700 jute or polypropylene bags for food use with a capacity of 30 liters, and 700 jute or polypropylene bags for food use with a capacity of 50 liters
- 1400 airtight food containers with a capacity of 1 liter each
- 300 metal sheet boxes with hinged lids and handles, measuring approx. 120cm*60cm*60cm
Sub Lot-h) 420 Agricultural tools and Seed kits:
- 20 kg of Soft wheat, Chont-01 variety (DAIL certified local variety, resistant to drought and disease)
- 5 Kg of Legumes (Red Beans-Local seed variety)
- 1 kg mixed set of agricultural seeds, locally available varieties for family consumption (Mazina red onions 100gr, Irani spinach 200gr, triple A tomatoes 20gr, good variety eggplant 10gr, green chilli 10gr, cucumber 10gr, indian Okra (lady finger) 130gr)
- 1 Iron forkhoe local made (پخل کش)
- 1 Spade local made
- 1 Steel rake, locally made

Sub Lot-i) 100 small irrigation kits (requested in quotation, but their purchase is not binding):

LOT 4 – LIVESTOCK
VENTO DI TERRA and RAADA
Sub Lot-j) Poultry Kit
- 2000 laying hens of golden variety chickens (1600 females, 400 males) of a resistant breed, without any diseases, and should have the adaptability to the climate and good laying rate (approx. 1 egg/day).
- 4000 kg (packed in 10kg sacs) of balanced poultry feed, the formula/composition approved by the DAIL.
Sub Lot-k) Animal Kit
- 20 Milk and breeding goats, pregnant. Species: Cross-bred (NIMCHA) Pakistani - pregnant, 2 to 3 Years old, without any diseases, and should not be weak or skinny/thin, and the weight should not be less than approx. 25 Kg. selected for milk and meat production.
- 20 Milk and breeding goats, pregnant. Species: Watani/Asmari Goat- pregnant, 2 to 3 Years old, without any diseases, and should not be weak or skinny/thin, and the weight should not be less than approx. 25 Kg. selected for milk and meat production. (Alternatively)
- 1000 kg of specific animal balanced feed packed in 10kg sacs; the formula/composition must have the approval of the DAIL.
Note: the goats should be vaccinated (PPR and CCPP), and the supplier should have the vaccination certification/confirmation/the presence of RAADA field DVM. Please coordinate this issue with the RAADA filed office in Nangarhar.
Delivery
For each LOT (with the exception of Lot 2), the provider is requested to deliver different amounts of items in each of the following villages.
The specific amount of each kit/set to be delivered to each village will be communicated by the organizations to the provider no later than one week before the delivery schedule.
The delivery of different kits in each village will be completed on different days according to the calendar to be communicated at least one week before the start of deliveries. The organizations expect each lot (with the exception of Lot 2 Hygiene Kits) to be delivered in 10 different days in the listed destination according to the schedules and details that will be provided.

As the distribution of kits is expected to start on the 15th of December in one of the Dara-e-Noor district villages, the delivery will begin in the Dara-e-Noor district on the 15th in the location that will be communicated to the winner immediately after the approval of the samples.
The kits described in LOT 2 will be delivered in one of the organizations’ warehouses in Jalalabad or Kunar.
Interested bidders are requested to submit the complete RFQ/bids, according to the specification provided in this tender, by delivering their sealed and stamped tender package to the RAADA/SDA office (address mentioned below).
Important Dates:
- Tender/RFQ Closing Date: 9th December 2025, 12:00 Noon (Afghanistan Time)
- All bids must be submitted before the specified deadline. Late submissions will not be considered.

Make sure to include and send the below-mentioned complete document package along with your offer:
- Copy of the company license/certificate
- Tax clearance for the year 1403 (2024–2025)
- Company tax identification number (TIN)
- Company bank account details
- Copy of the ID card (Tazkira) of the company’s director/deputy
- Required certification for the mentioned items in the LOTs
Note: The contracted amount can only be transferred to the company’s bank account registered under the company’s name. Cash payments or transfers to personal bank accounts are not permitted.
Note: The company/vendors should have a warehouse inside Nangarhar and/or Kunar provinces.
Submission Process:
- Please carefully review all instructions and specifications mentioned for each listed item in each LOT.
- Prepare the offer/bid on your company letterhead, in compliance with the tender requirements, including all requested details.
- The interested companies must carefully read this tender, and the bids must specify all details according to the RFQ/tender text and guidelines. Then, the companies must prepare a sealed and stamped bid/quotation package, which should include their offer/bid and all of the requested documents, and deliver it to the address mentioned below before the deadline.
