Permanent Shelter and Repairs of Shelters implementation.

Project background: The primary target beneficiaries for shelter assistance are the refugee returnees, IDPs, returnee IDPs and members of host communities in UNHCR’s designated Priority Areas of Return and Reintegration (PARRs). Taking into consideration the feasibility of implementation, notwithstanding weather/geographical conditions and access to land, shelter gaps and vulnerability, the beneficiaries in other areas outside of the PRARs may be considered. Similar to other UNHCR programs, a community-based and participatory approach is adopted, and the selection criteria is developed in consultation with the community. The beneficiary advisory committee must review the assessments and further make sure the selection follows the vulnerability criteria set forth in standard operating procedures (SOPs). The higher the family score in the score card, the higher priority the family is awarded in receiving shelter assistance.
