Call for Expression of Interest (EOI) NAMU – WVI NGO Capacity Incubator
INTRODUCTION
World Vision International (WVI) is a global humanitarian, development, and advocacy organization operating in nearly 100 countries, dedicated to improving the lives of the most vulnerable children and communities. In Afghanistan, where WVI has operated since 2001, the organization responds to emergencies, supports early recovery, and advances long-term development in remote and underserved communities affected by conflict, natural disasters, drought, and poverty. Through integrated programmes spanning health, nutrition, WASH, child protection, education, livelihoods, climate resilience, disaster risk reduction (DRR), sustainable agriculture, and economic inclusion, WVI reached more than 1.5 million people in 2025.
The NAMU Incubator (NAMU) is a strategic initiative designed to support and strengthen local organizations across Afghanistan. Building on WVI humanitarian experience and aligned with the humanitarian–development–peace nexus, it contributes to long-term presence and sustainable community resilience. WVI is launching the NAMU Incubator to establish strategic partnership with local organisations and strengthen their systems to enable them to fulfil their mandates while contributing to WVI objective of improving child well being. The name NAMU— meaning “growth” that reflects the core purpose to Nurture, Activate, Maximize, and Unleash local capacity.
ABOUT NAMU
NAMU is a strategic initiative designed to strengthen partnerships with local organizations across Afghanistan. Building on WVI’s humanitarian and development experience and aligned with the humanitarian–development–peace nexus, NAMU supports stronger, more equitable collaboration to enhance long-term community resilience. The name NAMU—meaning “growth”—reflects its purpose: to Nurture, Activate, Maximize, and Unleash local capacity.
OBJECTIVE
To strengthen the leadership, institutional capacity, and decision-making role of local organizations in Afghanistan, enabling them to lead humanitarian and development efforts and contribute to long-term community resilience. This reflects World Vision International commitment to the people of Afghanistan, ensuring they have, required skills, capacity and meaningful decision-making roles for nation-building.
SCOPE OF WORK
NAMU provides needs-based capacity strengthening, mentorship, and institutional support to enhance leadership, governance, accountability, and operational readiness. Through equitable partnerships and mutual learning, participating organizations will be supported to design, lead, and sustain humanitarian and development initiatives, including emergency response, early recovery, and long-term resilience programming.
ELIGIBILITY CRITERIA
- Legal Status or References: Organizations should preferably be registered in Afghanistan. Alternatively, they may submit three reference letters from well-known INGOs, or UN agencies in lieu of registration.
- Minimum Duration of Operation: Organizations must demonstrate at least one year of operational experience.
- Banking Capability: The organization must maintain an active bank account in its legal name with a recognized financial institution in Afghanistan, capable of receiving and managing project funds.
- Sector Experience: Experience in one or more of WVI’s core sectors is desirable but not mandatory. Experience in additional sectors or geographic areas relevant to the organization’s mandate will also be viewed positively.
- Collaborative Experience: Preference will be given to organizations with proven experience partnering with local, national, or international organizations.
- Tax Compliance: Organizations must demonstrate compliance with Afghan tax regulations through a valid tax clearance certificate or tax exemption letter issued by the relevant government authority.
- Key Personnel & Commitment: The organization must have qualified key personnel and demonstrate a clear commitment to capacity strengthening and partnership development in alignment with the NAMU approach.
Note: Organizations that do not fully meet these criteria but share NAMU’s vision and values are encouraged to express their interest. This will allow World Vision to keep them informed and consider them for future opportunities within the incubator.
HOW TO APPLY
Interested organizations should submit an Expression of Interest by email, using the subject line “Application for Partnership – NAMU Incubator 2026”, to WVA_Partnership@wvi.org. Submissions should include information on the organization’s mandate, technical expertise, geographic presence, operational capacity, and how partnership under NAMU would strengthen its work.

Late submissions may not be considered.
IMPORTANT NOTICE
Any solicitation of World Vision staff or any attempt to improperly influence the selection decision will result in the disqualification of the individual or entity from participating in the NAMU Incubator.
