People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

SCOPE OF PURCHASE
Qualified tender offers (bids) are sought from bidders for the following Supplies and Delivery of Small Ruminants Kits to Zabul (Day Chopan, Arghandab District) and Ghazni (Jaghori, Gillan Districts) Provinces.
Specific Conditions:
a.
The prices should be inclusive of transportation and also taxes, 2% or 7% (based on the nature of registration)
b.
Bank charges: All bank charges in Afghanistan other than Azizi Bank (approximately 1% of Total Contract Value) related to payment transfers shall be borne by the vendor. Vendors are advised to consider these charges in their price proposals when preparing their quotations. The organization will not be responsible for covering any payment transfer fees incurred.
c.
A performance guarantee equivalent to 10% of the total contract value will be requested at the award stage. The guarantee must be submitted in the form of a bank guarantee.
d.
All ruminants (goats) must be placed under quarantine for a minimum period of 15 days in a suitable and secure quarantine facility within each target district prior to distribution. The supplier is responsible for arranging and maintaining the quarantine area, ensuring proper feeding, watering, shelter, and veterinary monitoring throughout the quarantine period. Any animal showing signs of illness must be isolated immediately and treated or replaced as required, and supplier responsible for the cost during quarantine periods.
e.
Veterinary Health Certificate, the supplier shall obtain a Veterinary Health Certificate prior to dispatching the goats for distribution. The health inspection shall be carried out by the PIN veterinary team or a licensed veterinarian approved by the competent authority. The supplier shall be fully responsible for all costs incurred for veterinary inspection and certification.
