Currency Buying and Selling

1.A. Physical cash delivery of AFN to CARE Afghanistan offices using agreed daily market exchange rate:

Note: When CARE Afghanistan Buys AFN from your MSP using agreed exchange rate, CARE Afghanistan does not give any extra commission, charges for the transaction. This includes free delivery of physical cash to CARE Afghanistan offices. We only reimburse you the USD equivalent of the AFN you have delivered to our respective offices.

Delivery of AFN and USD to CARE Offices and Provinces in Afghanistan:

2.A. Direct physical cash delivery of AFN to CARE Afghanistan offices and other provinces (Please note that this service is required when CARE Afghanistan asks your MSP to directly deliver AFN without asking for exchange rates as mentioned in clause 1.A)

2.B. Direct physical cash delivery of USD to CARE Afghanistan offices and other provinces (Please note that this service is required when CARE Afghanistan asks your MSP to directly deliver USD without asking for exchange rates as mentioned in clause 1.A)

Delivery and Distribution of AFN and USD out of CARE Offices in Provinces, Districts, and Villages. This includes cash delivery to CARE staff and Distribution to Beneficiaries:

3.A. Cash Delivery and handover to CARE Afghanistan Staff (both AFN or USD) in Provinces, districts, or villages where CARE Afghanistan has physical presence. (Please note this is not applicable for delivery of Cash to our main offices when we buy AFNs using agreed exchange rate. As mentioned in 1.A).

AFN will be reimbursed along with commission in USD, based on the rate provided in the weekly bidding.

Only for USD deliveries and distributions to villages and districts, your MSP will be entitled to the % additional commission as per clause 2.B

3.B. Cash Delivery and handover to CARE Afghanistan Staff (both AFN or USD) in Provinces, districts, or villages where CARE Afghanistan does not have physical presence. (Please note this is not applicable for delivery of Cash to our main offices when we buy AFNs using agreed exchange rate. As mentioned in 1.A).

AFN will be reimbursed along with commission in USD, based on the rate provided in the weekly bidding.

Only for USD deliveries and distributions to villages and districts, your MSP will be entitled to the % additional commission as per clause 2.B

3.C. Cash Delivery and Distribution to CARE Afghanistan beneficiaries (both AFN or USD) in Provinces, districts, or villages where CARE Afghanistan has physical presence.

AFN will be reimbursed along with commission in USD, based on the rate provided in the weekly bidding.

Only for USD deliveries and distributions to villages and districts, your MSP will be entitled to the % additional commission as per clause 2.B

Electronic Distribution

In some instances, and as per CARE Afghanistan and donor requirements, CARE Afghanistan would like to make the beneficiary distribution through Debit Cards and Tokens

4.A. Please specify the cost of opening a bank account per beneficiary for payment through debit card

4.B. Please specify your rate for beneficiary distribution through debit card

4.C. Please specify your rate for beneficiary distribution through Token

Special Clauses

5.A. Beneificiary Absence

5.A.1. If the number of Absent beneficiaries is 15 or more, please specify your additional commission rate for doing the second round of distribution in the same site.

5.A.2. If the number of Absent beneficiaries is less than 15, and the cash is handed over to CARE Staff. Please specify your commission rate for the undistributed amount. CARE Afghanistan will manage the absent beneficiaries.

In such a case, your MSP representative will be given a receipt for the handed over cash.

5.B. Female Distributor employed by MSP

In some special circumstances, CARE Afghanistan would request your MSP to employ a female distributor, the female must be accompanied by a Mahram. Please specify your daily rate.

5.C. Exchange Rate Basis

CARE Afghanistan will initiate a foreign currency exchange rate bidding process among Service Providers. CARE will prioritize the selection of the most competitive rate, along with assessing the quality of services offered.

The Service Provider/s hereby agree to furnish weekly exchange rates upon request by CARE. These rates will facilitate the selling and delivery of Afghan Afghanis (AFNs) to CARE's central offices in Kabul and its main Provincial Offices.

6. Reimbursement through international bank accounts

CARE Afghanistan’s priority is to reimburse your MSP within Afghanistan. But there might be circumstances where CARE Afghanistan is not able to reimburse the amount in country. In circumstances such as: Banking crisis, frozen bank accounts, and unavailability of funds in CARE Afghanistan bank account, CARE Afghanistan will reimburse your MSP through your overseas bank accounts. CARE Afghanistan reserves the right to decide if these circumstances are applicable.

Please specify your commission rate for international wire transfer to your overseas bank account.
