The Rehabilitation Association and Agricultural Development for Afghanistan (RAADA) invites logistics, agricultural Livestock companies with proven experience in this sector, valid licenses, up-to-date documents, and relevant certifications to participate in this tender.
The specifications of the required items are listed in Form No. 2, which is attached to this announcement and forms part of the tender documents. These documents are available at the RAADA office.

Important Notice for Bidders
All eligible bidders are required to follow the terms and instructions below:
1. Obtaining Tender Documents
Interested bidders must visit the RAADA office to collect the complete tender package and bring the following documents:
- Copy of a valid company activity license
- Tax clearance certificate for the years 1403-1404 (Hijri Shamsi)
- At least one completed or ongoing contract in the agriculture and livestock sector (if the purchase order form is available, it should be AFN 500,000 or more)
- Copy of the company Tax Identification Number (TIN) form
- Company bank account details form
- Copy of the electronic or paper ID of the company’s CEO and Deputy CEO
- Official company stamp (mandatory when visiting the office)
2. Reviewing Tender Documents
After receiving the complete tender package, bidders must carefully review all documents, including RFQ Form No. 2, and ensure a full understanding of the terms and requirements.
3. Preparing and Submitting Offers
- Offers must be fully prepared in accordance with the conditions and specifications in the tender documents.
- All offer documents must be properly stamped and sealed.
- Offer packages must be submitted to the locked tender box at the RAADA office before the specified deadline.
4. Currency and Price Validity
- Offer prices must be presented in Afghan Afghani (AFN).
- If prices are submitted in another currency, they will be converted to AFN based on the official rate published on the Da Afghanistan Bank (DAB) website on the tender closing date.
- Prices must remain valid for a minimum of forty-five (45) calendar days.
- The validity period of the prices must be clearly indicated in the offer; otherwise, prices will be assumed valid for 45 days by default.
5. Taxes and Duties
- All offers must comply with the tax laws and regulations of the Government of Afghanistan.
- Quoted prices must include all taxes, duties, clearance fees, and other related costs.

- RAADA reserves the right to accept or reject any or all offers in accordance with its procurement procedures.
- Incomplete, late, or unstamped/unsealed offers will be rejected.
- Companies outside Herat Province wishing to participate must have an active representative office in Herat.
- No documents will be accepted via email.

اطلاعیه مهم برای داوطلبان
تمام داوطلبان واجد شرایط مکلفاند شرایط و رهنمودهای ذیل را رعایت نمایند:
۱. دریافت اسناد داوطلبی
داوطلبان علاقهمند مکلفاند جهت دریافت بسته کامل اسناد داوطلبی به دفتر RAADA مراجعه نموده و اسناد ذیل را همراه داشته باشند:
- کپی جواز معتبر فعالیت شرکت
- تصدیق تصفیه مالیاتی سال ۱۴۰۳ هجری شمسی
- حداقل یک قرارداد تکمیلشده یا در حال اجرا در سکتور زراعتی مالداری (اگر فورم دستور خرید موجود باشد، باید حداقل ۵۰۰،۰۰۰ افغانی یا بیشتر باشد)
- کپی فورم شماره تشخیصیه مالیاتی (TIN) شرکت
- فورم مشخصات حساب بانکی شرکت
- کپی تذکره الکترونیکی یا کاغذی رئیس و معاون رئیس شرکت
- مهر رسمی شرکت (الزامی هنگام مراجعه به دفتر)
۲. مطالعه اسناد داوطلبی
بعد از دریافت بسته کامل اسناد داوطلبی، داوطلبان مکلفاند تمام اسناد، بهویژه فورم RFQ شماره ۲، را به دقت مطالعه کرده و از درک کامل شرایط و الزامات اطمینان حاصل نمایند.
۳. تهیه و تسلیم آفرها
- آفرها باید کاملاً مطابق با شرایط و مشخصات مندرج در اسناد داوطلبی تهیه گردند.
- تمام اسناد آفر باید بهصورت درست مهر و لاک شوند.
- بستههای آفر باید قبل از ختم ضربالاجل تعیینشده، در صندوق قفلشده داوطلبی در دفتر RAADA تسلیم گردند.
۴. واحد پول و اعتبار قیمتها
- قیمت آفر باید به واحد پول افغانی (AFN) ارائه گردد.
- در صورتی که قیمت به واحد پول دیگر ارائه شود، تبدیل آن به افغانی طبق نرخ رسمی مندرج در وبسایت د افغانستان بانک (DAB) در روز ختم داوطلبی صورت خواهد گرفت.
- قیمتها باید حداقل برای مدت چهل و پنج (۴۵) روز تقویمی اعتبار داشته باشند.
- مدت اعتبار قیمت باید بهصورت واضح در آفر ذکر گردد؛ در غیر آن، قیمتها بهگونه پیشفرض برای ۴۵ روز معتبر تلقی میگردند.
۵. مالیات و محصول
- تمام آفرها باید مطابق با قوانین و مقررات مالیاتی دولت افغانستان ترتیب گردند.
- قیمتهای ارائهشده شامل تمام مالیاتها، محصولها، مصارف تصفیه و سایر هزینههای مرتبط میباشند.
یادداشت اختیاری (در صورت نیاز):
- اداره RAADA حق رد یا قبول قسمی یا کلی تمام آفرها را مطابق با طرزالعملهای تدارکاتی خود محفوظ میدارد.
- پیشنهادات ناقص، دیرهنگام یا بدون مهر و لاک رد میشوند.
- شرکتهای خارج از ولایت هرات که خواهان اشتراک هستند، باید نمایندگی فعال در ولایت هرات داشته باشند.
- هیچگونه اسناد از طریق ایمیل پذیرفته نمیشود.
