Cordaid, as the lead of the Afghanistan Joint Response (AFJR) under the Dutch Relief Alliance, invites qualified consultants to submit proposals for the end evaluation of the AFJR 2024–2026 programme. The evaluation will assess the overall performance, effectiveness, efficiency, relevance, coherence, sustainability, and impact of the multi-sector humanitarian response implemented across selected districts in Herat, Kandahar, Nangarhar, and Zabul provinces.

The assignment will also examine collaboration and learning among AFJR partners, including both national and international organisations, and assess how joint working has contributed to improved humanitarian outcomes and accountability to affected populations.

The evaluation will use qualitative and participatory methods, including desk reviews, key informant interviews, focus group discussions, and field visits (security permitting). It will follow OECD-DAC criteria and Core Humanitarian Standards, with a strong focus on accountability, learning, and localisation.

The assignment is expected to take 45 working days between April and June 2026, including inception, data collection, analysis, reporting, and a learning workshop in Kabul.

Interested consultants are invited to submit their proposals by 19 May 2026, 4:30 PM Kabul time. The selection will be based on 60% technical quality and 40% cost.
