Reference:  DRA-AFJR/Cordaid – 201330 Project Nangarhar Province and the LPR #101

Procurement of 101 Packages of Agri-Inputs (Maize Hybrid Seeds, Fertilizers, and Farming Tools); Delivery to Project Site (Kot and Nazian Districts of Nangarhar Province).

INVITATION TO BID

RRAA invites you to attend the bidding process of 101 packages of Agri-inputs as listed below under the FSL Component of the DRA-AFJR project. Delivery to Project Site (Kot and Nazian Districts of Nangarhar Province).

    1. Maize hybrid seeds required varieties:
      a) Orange yellow - YCS-1482 (produced in the Netherlands), 7000 seeds per pack; 1 pack per beneficiary.
      b) DEKALB-yellow—DK-8184 (produced in Germany), 7000 seeds per pack; 1 pack per beneficiary. Total: 101 packs. Priority will be given to the orange yellow (YCS-1482) variety.
    2. DAP fertilizer (Australian Golden Hayat #1)
      25 kg per beneficiary; total: 2,525 kg.
    3. Urea fertilizer #1 (high-quality, Uzbekistani)
      50 kg per beneficiary; total: 5,050 kg.
    4. Rake with handle (Wola wood), high quality (made in Afghanistan)
      Total: 101 pieces.
    5. Shovel (high-quality, 1 kg weight) with a Wola wood handle (made in Afghanistan)
      Total: 101 pieces.
    6. Large-sized sickle with high-quality handle made in Afghanistan.
      Total: 101 pieces.
    7. Hoe (small size) (1 kg) with Wola wood handle, high quality (made in Afghanistan)
      Total: 101 pieces.

The following documents shall in addition be submitted with the tender considering the terms and conditions.

  1. The attached Quotation Submission Form and each page of all documents should be signed and stamped.
  2. Accept RRAA General Terms and Conditions and Code of Conduct.
  3. Attached to a valid updated business license / AISA certificate or other legal authority to work in the agriculture sector.
  4. The applicant organization must be an agricultural organization (not a logistic or other type of company) and have an active office in Jalalabad and /or Kabul City.
  5. The organization must have 3 similar contracts (seed distributions) with national or international organizations such as NNGOs, INGOs, and UN agencies and provide the references and copies of 3 contracts.
  6. The organization owner should provide his Tazkira / NID.
  7. Provide a bid security certificate of 5% of the total value of BoQ from a valid bank; otherwise, the organization will not be considered for the further process.
  8. The applicant company should provide TIN and tax clearance certificates and documents for the last year from the Ministry of Finance. 
  9. Provide a guaranteed letter from germination to harvest; otherwise, the organization will be dropped from further processing and competition.
  10. If the proposal is signed by any person other than the president of the company, an original power of attorney (authorization letter) should be provided, clearly stating the name of the authorized person and the authorities given.
  11. Have the financial capacity to provide the required items within the deadline. Therefore, the company should provide the updated bank statement.
  12. The required items (packages) should be purchased from the local market (Nangarhar and Kabul).
  13. After the bid opening meeting, the shortlisted company should provide the required sample of items within the required time for further process; otherwise, the applicant company will not be considered for further process, and low-quality samples will not be accepted.
  14. The applicant must mention the duration of delivery from the time of signing the contract to final delivery to the site (Kot and Nazian districts).
  15. The applicant company should provide the certificate of maize hybrid seed (variety: Orange Yellow - YCS 1482; produced in the Netherlands; 7000 seeds per pack and DEKALB-yellow—DK-8184 (produced in Germany) 7000 seeds per packet).

Validity

Quotations shall remain valid and open for acceptance for 17 days from the date of issuance from May 25, 2026 – June 10, 2026, at 02:00 PM - Kabul time.

RFQ Submission date and time: June 10, 2026, time from 08:00 AM till 02:00 PM.

Bide Opening date and time:  June 10, 2026, time from 02:00 PM- 03:00 PM at mentioned address. If the mentioned date falls on a holiday, the validity shall be extended to the next working day.
