IOM invites the interested eligible Construction Bidders to submit a Quotation for the for the Hybrid Components/Construction of a Culverts of Dara E Boom Village in Dara e Boom District, and Supply and Delivery of Construction Materials and Excavator for the following villages of Dara e Boom,Panjab Faiz Mohammad Khan, Panjab Zaman Khan and Mohammad Zaee Arif khan, in districts of Dara e Boom and Moqor of Badghis Province, Afghanistan. This solicitation is issued through the WAVE tendering platform. Bidders must review all instructions and attachments prior to submission.
This solicitation is for bidders who have the legal authority/registered to do business in Afghanistan.

Submission Method:
· All offers must be submitted via WAVE under this solicitation event.
· Late submissions will not be accepted by the system.

For the Administrative Evaluation the vendor should submit the following documents with their online quote submission.
- The Annex 1.1 & 1.2: Technical Specification should be signed and stamped must be duly completed, signed, and returned in PDF format. if the file are a movable image signatures/stamps or non-compliant signatures, the bidder will be disqualified in the administrative evaluation.
- Annex 2 BOQ- Signed and Stamped.
- Valid Business License
- UN Supplier Code of Conduct (All pages of the UN Code of Conduct must be stamped. Non-compliance with this requirement will result in the rejection of the quotation.
- Declaration of Conformity Form (Declaration of Conformity to be filled, signed, and stamped Manually and to be attached as a PDF file. Non-compliance with this requirement will result in the rejection of the quotation.
For the Technical Evaluation the vendor should submit the following documents with their online quote submission.
Past Experience: Minimum 3 years of experience in the same or relevant field of construction or construction materials supply.
- From A: List of contracts/projects awarded
- From B: Key Resources/Personnel
- From C: Scheduled workplan duration for the full project
- Form D: Scheduled workplan duration for the full project
- Form E: Equipment’s and its ownership status
- Form F: Written commitment on company letterhead/ with company seal and signature Submitted
Note: Vendors who don’t submit any document listed above will be automatically disqualified.
Validity of Offer: 120 Calander days
Partial Award: The partial awards are not acceptable.
Delivery Location: Dara e Boom,Panjab Faiz Mohammad Khan, Panjab Zaman Khan and Mohammad Zaee Arif khan Villages, Dara e Boom and Moqor Districts of Badghis Province.
Mandatory Site Visit Dates:
Participation of an engineer in the site visit is mandatory. For coordination of the site visit, bidders are kindly requested to provide the full name and phone number of their company representatives who will participate in the site visit no later than 04 June 2026 at 10:00 AM (Kabul, Afghanistan Time).
The participant details may be submitted either through the WAVE system or via email to iomkabulprocurement@iom.int For better tracking, please ensure that the solicitation number 30000026544 is clearly indicated in the subject line of the email.
The site visit of project has been scheduled on 08 June 2026 at 10:00AM. Upon introducing your company representative for the site visit, we will share the IOM field engineer contact information for further guidance coordination to project sites as well.
Note: The construction companies are eligible for the submission of quotation that have participated in the site visit of all project sites, if any company by any reason cannot attend the site visit, its quotation will not be accepted and automatically will be rejected at the preliminary stage of evaluation.
Payment Terms: Payment will be released after successful and complete delivery to the designated locations, and upon confirmation by the IOM technical team.
Payment Installment: The payment will be made in two (50% and 100%) installments after successful delivery and upon confirmation by the IOM technical team.
Payment Methode: Bank Transfer
Evaluation Methode: Please note that the contract will be awarded to the lowest-priced bidder whose offer is determined to be substantially technically compliant with the requirements of the solicitation.
Clarification: Questions must be submitted via the WAVE messaging function before the clarification deadline.
Clarification deadline: will respond to any request for clarification received on or before 11 June 2026. Requests submitted after this deadline will not be accepted or considered.
Deadline for Quote Submission: Service providers must submit their quotation electronically through the WAVE Supplier Portal on or before 16 June 2026 at 11:00 AM. submissions received after this deadline will not be accepted.
Currency of quotation: AFN / Local Currency.
All prices should be exclusive of VAT and other indirect TAXES.
SUPPLIERS NOT registered in the IOM Supplier PORTAL will not be able to submit their offers unless they register.
