The Rehabilitation Association and Agriculture Development for Afghanistan (RAADA) invites eligible logistics, agricultural companies, and suppliers with proven experience in this field and holding valid, up-to-date licenses and relevant documents to participate in this tendering process.
The specifications for the required greenhouse tools are included in Appendix Form No. 2, attached to this announcement. This appendix is an integral part of the tendering documents. Other required forms must also be downloaded and attached to the tender documents.
Tender closing date: 3rd of June 2026 / 04:30 P.M. Afghanistan time.
Important Notice for Bidders
All eligible bidders must strictly follow the instructions below:
1. Essential Documents Needed for the Tender Participation:
Interested bidders must download the file (Greenhouse Toolkits), which includes Form No. 2 and all other required forms, and submit the following documents along with this file in a sealed and stamped envelope to the RAADA main office.
- Copy of their valid company license, which ACCI and Industry and Commerce issues (5 points)
- Company tax clearance certificate for the year 1403 (Hijri). If the 1404 tax clearance is not completed, official proof of the ongoing process at the Finance directorate is mandatory (10 points)
- At least one completed or ongoing contract in the Livestock and Agricultural toolkits procurement is mandatory. If a Purchase Order is available, the order amount should be at least 500,000 AFN. (10 points)
- Copy of Tax Identification Number (TIN) certificate (5 points)
- Company bank account details form (5 points)
- Copy of electronic or paper ID cards of the company President and V. President. (5 points)
- The company profile (5 points)
- All the companies are asked to indicate their prices on the company letterhead (5 points)
Note: A total of 100 points are considered in this bidding process. The lowest and suitable price will score up to 50 points, and the rest 50 points will be considered according to the requested documents delivery.
2. Attendance and Representation of Companies
- Participating companies must have an active head office or representative office in Herat city.
- The presence of the President or V. President is mandatory during bid submission.
If unavailable, an authorized representative with an official authorization letter may attend.
- Original business license and official company stamp must be presented at submission time.
3. Review of Bidding Documents
After downloading the complete tendering package from the website, bidders must carefully review all documents, especially Form No. 2, and other relevant forms attached to this announcement and ensure a full understanding of all requirements and conditions.
4. Preparation and Submission of Bids
- Bids must be prepared strictly according to the specifications and requirements in the bidding documents
- All documents must be properly stamped and sealed
- Bid packages must be submitted before the deadline in the locked tender box at the RAADA main office.
5. Currency and Validity of Prices
- Prices must be quoted in Afghanis (AFN).
- If quoted in another currency, conversion will be made according to the official exchange rate of Da Afghanistan Bank (DAB) on the closing date.
- Prices must remain valid for at least 45 calendar days.
- Validity period must be clearly stated; otherwise, it will be considered 45 days by default.
6. Taxes and Duties
- All bids must comply with the tax laws and regulations of the Government of Afghanistan.
- Submitted prices must include all taxes, duties, clearance costs, and other related expenses.
7. Responsibility and Commitment of Companies
- All companies are fully responsible for their submitted bids.
- In case of withdrawal without a valid justification, the company will be banned from RAADA procurement processes for 2 years.
8. Important Notes
- RAADA reserves the right to accept or reject any or all bids, fully or partially, according to its procurement procedures.
- Incomplete, late, or unsealed bids will be rejected.
- No documents will be accepted via email.

اطلاعیه مهم برای داوطلبان
تمامی داوطلبان واجد شرایط مکلف اند شرایط و رهنمودهای ذیل را رعایت نمایند:
۱ اسناد ضروری مورد نیاز جهت اشتراک در این داوطلبی
داوطلبان علاقه مند مکلف اند فایل (Greenhouse Toolkits)که شامل فورم نمبر ۲ و دیگر فورم ها می باشد را دانلود نموده، و اسناد ذیل را همراه با این فایل در پاکت مهر شده ارائه نمایند:
- کاپی جواز معتبر فعالیت شرکت که از طرف اتاق صنعت و تجارت، و وزارت صنعت و تجارت منظور شده باشد (۵ نمره)
- ارائه تصدیق تسویه مالیاتی سال ۱۴۰۳ هجری شمسی الزامی میباشد. در صورت عدم تکمیل تسویه مالیاتی سال ۱۴۰۴هجری شمسی، ارائه اسناد معتبر مبنی بر تحت پروسس بودن تسویه مالیاتی در حوزه مالیاتی (مستوفیت) الزامی می باشد (۱۰ نمره)
- ارائه حداقل یک قرارداد تکمیل شده یا در حال اجرا در بخش وسایل زراعتی/ مالداری با موسسات غیر دولتی الزامی می باشد. در صورت موجودیت دستور خرید، مبلغ کلی آن باید حد اقل ۵۰۰ هزار افغانی باشد (۱۰ نمره)
- کاپی فورم نمبر تشخیصیه مالیاتی (TIN) شرکت (۵ نمره)
- فورم مشخصات حساب بانکی شرکت (۵ نمره)
- کاپی تذکره الکترونیکی یا کاغذی رئیس و معاون شرکت (۵ نمره)
- ارائه پروفایل شرکت (۵ نمره)
- نرخ دهی باید به سربرگ شرکت صورت بگیرد. (۵ نمره)
نوت: در این داوطلبی مجموعا ۱۰۰ نمره در نظر گرفته شده است. برای پایین ترین و مناسب ترین نرخ ارائه شده الی ۵۰ نمره در نظر گرفته شده است. متباقی ۵۰ نمره نظر به تحویلی اسناد درخواست شده در نظر گرفته میشود.
۲ شرایط حضور و نمایندگی شرکتها
- شرکت هایی که در این پروسه اشتراک میکنند باید دارای دفتر مرکزی یا نمایندگی فعال در شهر هرات باشند.
- در زمان تسلیم دهی آفر، حضور رئیس یا معاون شرکت الزامی است.
- در صورت عدم حضور رئیس یا معاون شرکت، نماینده رسمی و با صلاحیت باید با معرفی نامه رسمی شرکت حضور داشته باشد.
- در هنگام تسلیم آفر، ارائه جواز اصلی و مهر رسمی شرکت الزامی میباشد.
۳ مطالعه اسناد داوطلبی
بعد از دریافت بسته کامل اسناد داوطلبی از ویب سایت، داوطلبان مکلف اند تمام اسناد، به ویژه فورم نمبر ۲ و سایر فورم های ضمیمه شده در این اعلان را به دقت مطالعه نموده و از درک کامل شرایط و الزامات اطمینان حاصل نمایند.
۴ تهیه و تسلیم دهی آفرها
- آفرها باید کاملاً مطابق با شرایط و مشخصات مندرج در اسناد داوطلبی تهیه گردند.
- تمامی اسناد آفر باید به صورت درست مهر و لاک شوند
- بستههای آفر باید قبل از ختم ضرب الاجل تعیین شده در صندوق قفل شده داوطلبی در دفتر RAADA تسلیم گردند.
۵ واحد پول و اعتبار قیمتها
- قیمت آفر باید به واحد پول افغانی (AFN) ارائه گردد
- در صورت ارائه قیمت به واحد پول دیگر، تبدیل آن به افغانی مطابق نرخ رسمی د افغانستان بانک (DAB) در روز ختم داوطلبی صورت خواهد گرفت
- قیمتها باید حداقل برای مدت ۴۵ روز تقویمی اعتبار داشته باشند
- مدت اعتبار قیمت باید به صورت واضح در آفر ذکر گردد؛ در غیر آن، به صورت پیش فرض ۴۵ روز معتبر تلقی میگردد.
۶ مالیات و محصول
- تمام آفرها باید مطابق قوانین و مقررات مالیاتی دولت افغانستان ترتیب گردند
- قیمتهای ارائه شده شامل تمام مالیاتها، محصولها، مصارف تصفیه و سایر هزینههای مرتبط میباشد
۷ مسئولیت ها و تعهدات شرکتها
- تمام شرکتها در مقابل آفرهای ارائه شده خود مسئول میباشند.
- در صورت استعفا یا انصراف بدون عذر موجه، شرکت مذکور به مدت ۲ سال از اشتراک در پروسه های داوطلبی مؤسسه RAADA محروم خواهد شد.
۸ یادداشت مهم
- اداره RAADA حق رد یا قبول قسمی یا کلی تمام آفرها را مطابق طرزالعمل های تدارکاتی خود محفوظ میدارد
- پیشنهادات ناقص، دیرهنگام یا بدون مهر و لاک رد خواهند شد
- هیچ گونه اسناد از طریق ایمیل پذیرفته نمیشود.
