Terms of Reference (ToR) for External Financial Audit

MESSO (Mobaligh Education and Social Services Organization) invites eligible and licensed audit firms to submit proposals for conducting an independent external financial audit covering fiscal years 1402–1404. The audit will assess financial statements, internal controls, compliance systems, donor-funded activities, procurement processes, payroll, asset management, and overall financial governance in accordance with International Standards on Auditing (ISA).

Qualified firms with proven experience in auditing NGOs and donor-funded projects in Afghanistan are encouraged to submit technical and financial proposals as per the TOR requirements
