Procurement Details

The International Organization for Migration (IOM) invites interested and eligible service providers to submit a quotation for the provision of training services for the Technical and Market-Linked Skills Enhancement Program for 100 beneficiaries across five high-value value chains: Beekeeping, Poultry, Dairy Processing, Wheat Milling, and Bakery Production in Kunduz and Baghlan-e-Jadid Provinces.

This solicitation is issued through the WAVE tendering platform. Bidders must review all instructions and attachments prior to submission.

This solicitation is for bidders who have the legal authority/registered to do business in Afghanistan.

Submission Method:

· All offers must be submitted via WAVE under this solicitation event.

· Late submissions will not be accepted by the system.

For the Administrative Evaluation the vendor should submit the following documents with their online quote submission.

Technical Documents Terms of Reference (ToR) is Mandatory to Sign/Stamp.
Valid Business License
UN Code of Conduct (All pages of the UN Code of Conduct must be stamped. Non-compliance with this requirement will result in the rejection of the quotation.
Declaration of Conformity Form (Declaration of Conformity to be filled, signed, and stamped Manually and to be attached as a PDF file. Non-compliance with this requirement will result in the rejection of the quotation.

For the Technical Evaluation the vendor should submit the following documents with their online quote submission.

a. Technical Capacity & Experience:

Experience in delivering value chain training and entrepreneurship development in relevant sectors and other associated value chains in Afghanistan, with at least one similar project completed.
Company profile demonstrating organizational structure and local presence in Afghanistan.
Qualified key technical staff available for training (CVs required; gender balance required).

b. Track Record & Financial Capacity:

Minimum 2 years of operation with a valid business license.
Minimum USD 20,000 turnover over the last 2 years.
At least 2 client references, preferably UN or national/international organizations.

Note: Vendors who don’t submit any document listed above will be automatically disqualified.

Validity of Offer: 120 Calander days

Partial Award: Not Acceptable

Delivery Service Location: Kunduz and Baghlan-e-Jadid Provinces.

Payment Terms: Payment will be released upon successful delivery of services in accordance with the Terms of Reference (ToR).

Payment Installment: The payment will be made in two installments after successful deliverable in accordance with the ToR and confirmation by the IOM technical team.

Evaluation Methode: Please note that the contract will be awarded to the lowest-priced service provider whose offer is determined to be substantially technically compliant with the requirements of the ToR and solicitation.

Pre-Bid Meeting (Mandatory Participation): The service provider's representative must submit the required details (full name and Tazkera number) through the WAVE messaging system or via email at iomkabulprocurement@iom.int no later than 21 June 2026 at 10:00 AM. Please note that any late submission of representative details or requests to participate in this procurement process after the stated deadline will not be accepted.

If submitting the details (Full Name and Tazkera Number) of your representative by email, please ensure that the email subject line clearly states the solicitation number (30000027598) and the complete project name for ease of reference.

Pre-Bid Meeting Date, Time, and Location: The pre-bid meeting will be held at Baron Hotel Compound, Near Kabul Airport, Hawashenasi Road,Khawaja Rawash Kabul, Afghanistan. by 23 June 2026 at 10:00 AM.

Clarification: Questions must be submitted via the WAVE messaging function before the clarification deadline.

Clarification deadline: will respond to any request for clarification received on or before 25 June 2026. Requests submitted after this deadline will not be accepted or considered.

Deadline for Quote Submission: Service providers must submit their quotation electronically through the WAVE Supplier Portal on or before 30 June 2026 at 11:00 AM. submissions after this deadline will not be accepted by the system.

Currency of quotation: AFN / Local Currency.

All prices should be exclusive of VAT and other indirect TAXES.

SUPPLIERS NOT registered in the IOM Supplier PORTAL will not be able to submit their offers unless they register.
