Define, coordinate and monitor the medical activities of the project under his/her responsibility, according to INTERSOS protocols, standards and procedures, in order to ensure the delivery of quality medical care to patients and their communities and to improve the health conditions of the target population of the project.
2. Standard accountabilities (fixed)
• Coordinate, assess and supervise the proper functioning of the medical activities of the project according to INTERSOS protocols, standards and procedures, and through the correct compilation and analysis of medical data regarding patients’ health conditions.
• Participate in the definition of the annual planning and budget for the project and in its follow-up. Supervise and ensure that the objectives of the medical activities under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service.
• Coach and train the medical team of the activities he/she manages, in order to guarantee the quality of the medical activities and of the care provided to patients.
• Check that all administrative procedures related to patient follow-up – card filling, registers, exit papers, discharge, transfers – are carried out correctly and according to INTERSOS procedures.
• Coordinate and monitor the daily working plan of the team under his/her responsibility, including absences, vacations and leave tracking. Participate in shifts and replace a staff member where necessary.
• Plan and supervise, in close coordination with the HR Department, the associated processes – recruitment, training, performance evaluation, development and internal communication – of the staff under his/her responsibility, in order to improve their capabilities and to ensure both the sizing and the level of knowledge required.
• Participate in the monthly reports according to guidelines.
3. Contextualised accountabilities – Afghanistan mission
Clinical supervision and quality of care
• Carry out regular supportive supervision visits to the supported health facilities, and issue a written report after each visit recording the findings, the coaching provided and the actions agreed with dates and responsible persons.
• Verify that the national and INTERSOS clinical protocols are available, understood and applied in each facility, and take part in their review and improvement.
• Ensure that clinical management of survivors of sexual violence is available in accordance with protocol, including informed consent, confidentiality and referral to psychosocial and protection services.
• Oversee the application of infection prevention and control measures and of medical waste management in the supported facilities.
• Ensure that maternal deaths, neonatal deaths and near misses are notified without delay and that the death and near-miss reviews are conducted and documented.
• Ensure that referral pathways to higher-level care are functional, known to the clinical teams and applied without delay.
Data integrity and reporting
• Ensure that all clinical and activity data reported by the supported facilities is accurate, complete and verifiable against the registers.
• Ensure that no eligible patient is refused registration or service, and that no record is altered or omitted in order to influence a reported indicator. Any such practice is reported immediately to the Project Manager and to the technical referent.
• Ensure that performance indicators are used to improve services and to identify support needs, and never in a manner that discourages staff from registering or serving eligible patients.
• Contribute to the monthly, quarterly, interim and final reports in accordance with INTERSOS and donor guidelines.
• Participate in exploratory missions and situation assessments in order to define medical operational priorities.
Supply, pharmacy and medical equipment
• Prepare and manage the medical orders for the activities under his/her responsibility, and identify the related non-medical support needs, including materials, infrastructure and transport.
• Ensure efficient pharmacy management and the rational use of medicines, and supervise the medical devices and equipment, anticipating future needs.
• Monitor stock levels, expiry dates and cold chain where applicable, and alert in advance of any risk of rupture.
Coordination and external representation
• Cooperate with the Technical Manager – Medical and maintain regular exchange with other NGOs, hospital representatives, the Provincial Directorate of Public Health and other local medical actors.
• Organise and participate in interdepartmental meetings in order to ensure smooth collaboration across activities.
• Contribute, with the Technical Manager – Medical and the technical referents, to the development of action plans in sexual and reproductive health, nutrition and mental health.
• Facilitate clear communication within the medical team and with the other sectors and departments of the mission.
People management and conduct
• Ensure that every staff member under his/her responsibility has a signed job description, an induction and a documented performance evaluation, in coordination with the HR Department.
• Address performance and conduct issues promptly with the staff member concerned, and involve the HR Department before any disciplinary measure is contemplated.
• Ensure that patient privacy, confidentiality and informed consent are respected in all the supported facilities, and that patients are treated without discrimination.
• Ensure that patients and communities are informed of the complaints and feedback mechanism, and refer any complaint or feedback received through the established channel.
• Comply with the INTERSOS Charter of Values, Code of Ethics, the Policy for the Protection from Sexual Exploitation and Abuse (PSEA), the Safeguarding Policy and the Anti-Fraud Policy, and report any concern through the established channels.
• Perform any additional related task assigned by the supervisor in support of the objectives of the project.
