In 2003, the United Nations Secretary-General issued a bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has adopted the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.

Job Summary

Job Summary

The M&E and MIS Assistant will be responsible for Monitoring, Evaluation, and Information Management System (MIS/EMIS) activities at the provincial level for the relevant project. This includes coordinating data collection, compilation, consolidation, and analysis to track TLS project activities, monitor progress, and measure impact. The Assistant will also manage EMIS/database systems and ensure data quality. The Assistant will report to the Sr. Project Officer with technical supervision from the M&E Manager.

 

Main duties and responsibilities:

 

Monitoring & Evaluation (M&E)

  • Ensure project activities align with TLS program quality principles, donor requirements, and good practices.
  • Undertake regular monitoring visits to project areas and provide feedback on performance gaps.
  • Develop monitoring reports; identify areas for improvement.
  • Support M&E activities and standardize monitoring practices across the province.
  • Assist in designing and implementing data collection methodologies, tools, and surveys (baseline, outcome measurement, etc.).
  • Compile and update monthly output tracking sheets (M&E matrices), online reporting systems, and monthly M&E reports.
  • Document lessons learned, success stories, and thematic findings for program improvement.
  • Ensure compliance with WDIO education policy in all phases of project implementation.
  • Identify implementation challenges, report inconsistencies, and recommend adjustments.

 

Management Information Systems (MIS/EMIS)

 

  • Manage EMIS/MIS activities, including data entry, quality assurance, and accuracy checks.
  • Assist in the design and development of digital data collection tools (ODK/Kobo/Enketo) and dynamic databases.
  • Conduct routine data quality assurance checks and ensure timely submission of data to the central office.
  • Assist in developing and maintaining web-based custom applications and dynamic databases to meet project needs.
  • Ensure data security, storage, archiving, and backup recovery procedures are functioning correctly.
  • Establish policies and procedures for data management and file organization.
  • Assist in preparing and disseminating technical reports, documentation, and user manuals.
  • Assist in testing and implementing new or modified systems/databases, ensuring functionality and reliability.
  • Any other task assigned by the supervisor.

Job Requirements

 Job Requirements:

 

  • Bachelor's Degree in Education, Social Science, Economics, Educational Leadership, or any other related field.
  • Minimum of 2 years’ working experience in similar positions in the GPE Education Program with national and international NGOs.
  • Excellent Pashto and Dari reading, writing, and verbal skills. Fluent in English, reading, writing, and verbal skills.
  • Travel – The position will be based in the province with frequent travel to the districts. Ability to travel throughout the country;
  • Efficiency, result-oriented, and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Respect the confidentiality of the organization;
  • Ability to use information technology effectively.
  • Proficiency in Microsoft Office (Word and Excel, Access a plus)
  • Ability to work under pressure and to meet deadlines

  • Strong interpersonal skills and experience with coordinating and managing other staff
  • Experience working in tough environments with many environmental challenges
