About DAARTT:
DAARTT (Danish Assistance to Afghan Rehabilitation and Technical Training) is a Danish based organization established in Afghanistan by the Danish People’s Aid (DPA) in 2003.
The organization is specialized in construction and has so far built more than 200 schools, clinics and other buildings in Afghanistan. DAARTT is also engaged in humanitarian and development activities supporting the most vulnerable groups/population of the country. DAARTT got and maintains membership with ACBAR and several technical clusters; such as WASH, Education, ES/NFI and Health clusters.
About the project:
The overall objective of the project is to provide urgent humanitarian assistance to the shock affected vulnerable population in Bilcheragh and Dawlat Abad districts of Faryab province through by provision of Cash Assistance for Shelter Repair (Minor & Major Repair) and Transitional Shelter support.
Main components of the project are:
- Provision of Cash assistance for Repair or upgrade of existing shelters that are in poor conditions.
- Support to construct transitional and permanent shelters – construction of one-bedroom and two-bedroom shelters.
Job Description:
M&E officer shall work under the direct supervision of the project team leader, and work with project team and beneficiaries to implement shelter related activities to ensure compliance with the approved work plan and specifications.
- Coordinating, leading and conducting rapid needs assessments in the field using standard ES-NFI Kobo Tools and other indorsed/approved tools.
- Support Beneficiary identification and selection processes.
- Establish Complaints and Feedback Mechanism (CFM) and manage CFM related matters at field level and raise awareness about CFM at project level.
- Support the compilation of daily, weekly, and monthly reports.
- Regularly review the progress and implementation of the plan/project.
- Support fellow team members in capturing and documenting best practices and success stories for learning, reference, and dissemination.
- Maintain close links and coordination with communities and local authorities.
- Ensure that all activities are implemented according to the activity plan and in line with the project objectives.
- Produce basic reports on needs assessments and activities completed at field level.
- Conduct Market assessment through Kobo form by visiting in person to the local markets for data collection and analyze the collected data and prepare market assessment reports.
- Lead and conduct PDM data collection through Kobo form and produce PDM report.
- Participate and support the development of the M&E tools for project on different levels.
- Undertake regular monitoring of project activities to ensure that the quality and quantity of the project activities being carried according to Project.
- Maintain M&E files and train field staff in documenting process and results of data collection.
- Take care of data, data entry, beneficiaries database, and making sure that the data of the beneficiaries database, kobo and tokens are the same and matching with each other.
- Complete and submit regular reports on the monitoring and evaluation findings in the field to Project Team Leader and Humanitarian Department-Kabul, which includes reporting of field visits.
- Support and provide technical assistance to field teams during implementation of activities and ensure activities are delivered in a timely manner.
- Ensure that the Monitoring tools are based on the project indicators and measuring the project objectives.
- Monitoring and evaluation of the project activities and ensure monitoring and evaluation systems and quality controls are in place. (Provide proper feedback to the team based on the findings).
- Ensure timely and appropriate reporting on project activities to Project Team Leader and Humanitarian Department-Kabul.
- Attending all meetings arranged by the project team leader and organization.
- Any other relevant tasks given by the project team leader.
Job Requirements:
- Graduated from a recognized University (bachelor’s degree in social science or Business Administration).
- At least four years of relevant experience in the field of monitoring and evaluation.
- Excellent knowledge of data collection and management via Kobo Toolbox.
- Good knowledge of data quality, data analysis and reporting.
- Ability to write basic and concise reports, including success stories.
- Strong knowledge of MS Office Package (Word and Excel).
- Ability to work in challenging field conditions, with extended hours if necessary, and effectively manage stress and logistical constraints in post-disaster or displacement contexts.
- Knowledge of cash-based interventions and market-based programmes.
- Excellent interpersonal and communication skills.
- Knowledge of the local area and community is essential.
- Good in English and Fluent in local language Dari/Pashto.
