About Bakhter Development Network - BDN:

Bakhter Development Network (BDN) was established and officially registered in Afghanistan in 2001 as an Afghan non-governmental, non-profit, non-political, and developmental organization. BDN operates in accordance with its constitution in three main thematic areas: health, education, and agriculture and livestock. With its current focus on public health and nutrition, BDN helps communities achieve their developmental goals, while its wider vision is a world of enabled communities working towards a brighter future.

Currently, BDN is engaged in multiple initiatives, including the Health Emergency Response Additional Financing (HER AF) project in Balkh, Maidan Wardak, and Kapisa Provinces. BDN is also implementing projects such as the Targeted Supplementary Feeding Program (TSFP), the Community-Based Nutrition Intervention (CBNI) in Balkh, Badakhshan, and Kunduz Provinces, as well as the GC 7 project in Balkh and Maidan Wardak Provinces.

Job Description:

Scope of Work:

The Provincial Project officer is responsible for planning, implementing, monitoring, evaluating, and reporting all anticipatory action project activities. The major duties include building the skills of all involved staff and maintaining good cooperation/coordination with the relevant authorities and other concerned stakeholders.

The provincial project officer:

  • Prepares and implements the Work Plan of the project at the provincial level.
  • Ensures appropriate staffing of the MHTs at the provincial level.
  • Ensures that the staff is equipped with up-to-date anticipatory action-related information, guidelines, procedures manual, database, and forms.
  • Enhances and maintains a high level of capacity among staff through planning and implementing anticipatory action-related on the job training.
  • Compiles analyses and interprets performance data received from MHTs.
  • Provide timely, specific, and relevant feedback to the staff on the provided data and/or information.
  • Conducts monthly review of the anticipatory activities at the provincial level and monitors the organization’s performance against the set milestones and targets.
  • Plans and conducts a supervisory visit to the field and provides the project with supervision reports/feedback.
  • Prepares and submits anticipatory action project reports at provincial level and submits to BDN main office.
  • Contributes to developing quarterly, annual, and end-of-project technical reports.
  • Provide the program staff with up-to-date, relevant, and timely information to plan, implement, and monitor the program activities.
  • Participates as a team member in conducting quantitative and qualitative surveys.
  • Establishes and maintains a good cooperation/coordination mechanism with the concerned department(s) at the Provincial Public Health Directorate and other relevant stakeholders.
  • Represent the organization at provincial forums, workshops, meetings, etc.
  • Ensures transparency and accountability in financial aspects of the project
  • Ensures safety measures of MHTs and provincial office to the best possible extent,
  • Adheres to all BDN’s applicable policies including code of conduct and PSEA

Job Requirements:

  • MD graduated from a registered medical university
  • At least 3 years experience in managing health related projects, at managerial level.
  • Good Communication skills
  • Fluent in Dari and Pashtu and working knowledge of English
  • Ability to work both independently and as part of a team
  • Ability to create a supportive working relationship with all project teams
  • Ability to work under pressure
  • Ability to work on Microsoft Office, Excel, World
