About TLO:
The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.
Job Description:
- NRM Implementation: Support the design and execution of NRM interventions aimed at halting degradation of natural resources and promoting their sustainable management, with a focus on enhancing ecosystem resilience and livelihood opportunities for rural communities in Paktika province.
- Disaster Risk Reduction (DRR): Assist in the implementation of DRR initiatives, including risk assessments, early warning systems, disaster preparedness plans, and capacity-building activities, to enhance community resilience and reduce vulnerabilities to climate-related hazards.
- Technical Assessments: Conduct field assessments and surveys to evaluate the status of natural resources, including land, water, forests, and biodiversity, and contribute to the development of management plans and strategies informed by local knowledge and scientific data.
- Community Engagement: Facilitate community consultations, stakeholder meetings, and participatory decision-making processes to ensure the active involvement of local communities in NRM activities and promote ownership and sustainability of project interventions.
- Capacity Building: Provide technical training, coaching, and mentoring to project staff, community members, and local partners on NRM principles, sustainable land management practices, and climate change adaptation strategies to enhance their knowledge and skills.
- Project Monitoring and Reporting: Assist in monitoring project activities, progress, and outcomes, and contribute to the preparation of regular progress reports, technical briefs, and documentation of best practices and lessons learned for internal and external dissemination.
- Coordination and Collaboration: Collaborate closely with relevant stakeholders, including government agencies, community-based organizations, NGOs, and development partners, to coordinate project activities, share knowledge, and leverage resources for effective implementation of NRM initiatives.
- Knowledge Sharing: Contribute to knowledge exchange and learning events, workshops, and capacity-building activities to promote peer-to-peer learning, innovation, and adaptive management in NRM and DRR within the project and among stakeholders.
- Ad Hoc Responsibilities: Undertake any other duties and responsibilities assigned by the NRM & DRR Specialist or project management, demonstrating flexibility, initiative, and a commitment to achieving project goals and objectives.
Job Requirements:
- Education and Experience: Bachelor's or Master’s degree in agriculture, Natural Resource Management, Ecology, or related field, with a minimum of 2 years of relevant experience in NRM, DRR, or community development projects.
- Technical Skills: Remote Sensing and GIS Mapping with preferred experience in data collection, analysis, and reporting.
- Community Engagement: Demonstrated willingness and ability to engage with rural communities, government officials, and development partners, with knowledge of participatory approaches and community-based natural resource management practices.
- Analytical and Interpersonal Skills: Strong analytical and decision-making skills, coupled with excellent interpersonal communication and teamwork abilities, to effectively collaborate with diverse stakeholders and project team members.
- Language Proficiency: Fluency in English, Pashto, and Dari (spoken and written) to facilitate effective communication and engagement with local communities and stakeholders.
- Work Ethic: Punctual, hardworking, and deadline-oriented, with a genuine commitment to serving rural communities, meeting project objectives, and contributing to sustainable development efforts.
- Travel Readiness: Willingness to travel regularly to project sites and rural areas within Paktika province for field visits, community consultations, and project monitoring activities.
