About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description:

  • Conduct consultation processes with CDCs and community members for effective planning and execution of the proposed projects
  • Coordinate PREVALE project activities with target Community members, DIAL/PAIL, and communities’ representatives
  • Lead on feasibility, technical surveys designing and implementing new infrastructure, Agriculture irrigation, and infrastructure project which will be identified by communities during the consultation process 
  • Develop and implement new irrigation and PREVALE related infrastructure projects which are identified by the communities in consultation meetings (This may include; water harvesting pond, protection wall, Check dams and irrigation system).
  • Technical management of construction projects, including capacity building, cost management, Time management, work quality and safety, development work plan, monitoring plan and reporting.
  • Monitoring the implementation of the project activities according to the approved project schedule.
  •  Coordinating with the field on all quality, safety, and progress issues.
  • Collecting weekly periodic report from the site based on quality, work progress, labor equipment, weather, etc.
  • Prepare regular meetings with CDC, DAIL, community members, and signing of MoU.
  • Advising the Community member for controlling the proper storage, deficiency correction and balance of materials to the site.
  • Implementation of commissioning process and gathering documentation for final filing and submitted to project manager.
  • Work closely with logistic, M&E, Admin and finance department for smooth work progress.
  • Conduct technical and feasibility studies of projects, particularly on relationship/construction of infrastructure project including protection wall, intake, Check dam, tranches, irrigation channel, flood breaker, reservoir, culvert, pipe scheme etc…based on need assessments, baseline, technical and benchmarking surveys.
  • Any other task as assigned by project Manager.

Job Requirements:

  • Bachelor's degree in a relevant field such as Civil Engineering, Water (resource) Management at a recognized University with B.Sc. degree or higher with at least two years of relevant professional experience.

Experience

  • Experience in implementing and monitoring different types of NRM and DRR structures particularly stone masonry protection wall, gabion masonry protection walls, retaining walls, gabion works, check dams, water intakes, culverts, floodway, and others
  • Experience in monitoring construction of water management Structures.
  • Experience in organizing on site activities such as layout of infrastructures particularly water management structures including protection walls, supervising construction works, labors management and supervision, preparing labors timesheets, guiding and receiving construction materials and construction tools etc.

SKILLS

  • Familiarity with Survey Engineering tools such as Total station, level machine, and GPS.
  •  Knowledge in MS Office, AutoCAD and other construction related software.
  • Experience with Planning and scheduling software’s such as MS project.
  • The candidate must be willing to reside and work in designated areas and work overtime if necessary.
  • Familiarity with progress report writing on a daily and weekly basis.
  • Good Communication skills on a community basis is desired.
