About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description:

  • Based on the project work plan and Log-frame, develop a monitoring and reporting field plan for the approved intervention.
  • Lead on conducting baseline and end-line assessment surveys for PREVALE sub-projects in the targeted districts of Paktika province.
  • Support the program team in developing and zoning of the NRM project site.
  • Provide inputs to sub-projects based on the field realities and findings during data collection.
  • Follow up on ongoing sub-project activities as per the project work plan and log frame.
  • Travel to the targeted district of Paktika province for the sub-project activities supervision and monitoring.
  • Data collection from field and technical staff based in Paktika Field Office and prepare weekly and monthly reports for the effective supervision and management of the sub-projects.
  • Ensure timely preparation and submission of assessment and reports to the PREVALE Project Manager and MEAL Coordinator based in Kabul.
  • Record keeping of various reports and assessments produced and submitted regarding M&E and reporting.
  • Review and edit collected data and fill the gaps with field staff.
  • Data analysis and reporting based on the required report.
  • Perform any other task assigned by Kabul based MEAL coordinator and Project Manager.

Job Requirements:

  • Bachelor’s degree in business administration or relevant field
  • Minimum of 3-5 years of experience in monitoring and evaluation activities, providing technical assistance in or conducting and/or leading evaluations, survey, quantitative or qualitative research, or implementation science studies in international settings.
  • Excellent English language, both written and spoken.
  • GIS skill is a plus point.
  • Supported MEAL coordinator in monthly, semi-annual, and annual basis report.
  • Statistical data analysis skills, proficiency with SPSS or STATA
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Coordination, communication and interpersonal skills.
  • Good report writing skills
  • Proactive and independent approach to work, ability to maintain positive working relationships and willingness to undertake additional responsibilities as necessary, and work under pressure.
