Job Description:

Scope of work: 

ASLO has an extensive and a good track record in implementation of educational support programs funded by donors in Logar province. ASLO in cooperation will implement education Global Partnership for Education (GPE) in 5 locations of Logar province, namely, Kharwar, Barak-i-Barak, Khosho, Pule Alam, and Mohammad Agha districts of Logar province. This position is responsible for Procurement and logistical management of project Materials in Community Based Education (CBE) in Logar districts.

The Procurement & Logistic Officer will report directly to the Provincial Project Manager. S/He will ensure a high level of program quality through Procurement and Logistical management performance, and reporting, and plan timely provision of needed goods & services for GPE Project and having enough information regarding ASLO AFG and Donor Procurement rules & regulation and companies, vendors, market situation and marketing systems changes, preparing Procurement Files i.e. (PR, RFQ, SBA, Technical Evaluations Reports, Scoring Sheets, Selection Memos & PO) into the People-Soft system, ensuring that ASLO and Donor procurement policies and procedures are fully implemented in all transactions.

Responsibilities:

  • Reports to the ASLO Project Procurement Specialist and Provincial Education Manager.
  • Closely work with the ASLO Project Procurement Specialist/Manager on all matters related to the delivery of Procurement support services in Kabul and Provincial Offices.
  • Collaborate with Program, Finance, Internal Audit and Provincial Offices.
  • Actively contributes to Procurement & Logistics Monthly Meetings to create an awareness on GPE Project Procurement Management progress/challenges related issues.
  • Support ASLO Project Procurement Specialist in finalizing GPE Project Procurement Transactions i.e. PR, RFQ, SBA, Technical Evaluations Reports, Scoring Sheets, Selection Memos & PO.
  • Check/confirm the quality and documentation of GPE Project Procurement Files i.e. PR, RFQ, SBA, Technical Evaluations Reports, Scoring Sheets, Selection Memos & PO.
  • Analysis of information for preparation of GPE Project Procurement Plans for the project and monitoring of their implementation in collaboration with GPE Provincial Education Manager and Project Procurement Specialist.
  • Support ASLO Project Procurement Specialist in implementation of proper monitoring and control of GPE Project Procurement Processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with ASLO AFG and Donor rules and regulation.
  • Make sure ASLO AFG and Donor Procurement rules and regulation i.e. Visibility & Vetting of the vendors based on the Procurement Threshold is strictly followed.
  • Support GPE Project Procurement Specialist in management of the rosters of suppliers, elaboration of supplier selection and evaluation criteria, quality and performance measurement mechanisms.
  • Coordinate with GPE Project Staff about the procurement committee members and increase transparency of the procurement transactions.
  • Coordinate and communicate with GPE Project Staff about the specifications of goods and services as needed and make sure to have proper Technical Evaluation Criteria for bulk procurement.
  • Make sure that the required goods/services are complete and clear in terms of specifications, quantity, location and time.
  • Survey frequently the market situation and collect data regarding the changes in the local market in connection with the upgrading of the vendor list and prices of items and present the report with recommendation to GPE Project Procurement Specialist.
  •  Assist GPE Project Procurement Specialist. to implement approved vendor list all the time and ensure that the supplier is reliable in offering the required goods and services in terms of reasonable price, better quality and on time delivery.
  • Preparation & Tracking of GPE Project Monthly Supply Chain Performance Reports (Procurement Efficiency, Cost Efficiency Savings & Supply Chain Efficiency) in coordination with GPE Project Procurement Specialist in Kabul and the Provincial Education Manager and submission of the report by end of each month.
  • Managing & Supervising GPE Project Procurement KPI Trackers in coordination with GPE Project Procurement Specialist in Kabul and the Provincial Education Manager
  • Any other task assigned by the supervisor.

Job Requirements:

Qualifications & Requirements:

  • Bachelor’s Degree in Business Administration, Management or Economics, BBA is preferred.
  • Minimum of 4 years practical work experience in the field of Procurement & Logistics Management in which 2 years must be specifically in the capacity of Procurement & Logistics Officer. 
  • Full command of written and speaking English and Local Languages.
  • Previous Experience with INGO Funded Projects.
  • Proven experience of participatory program approaches, good analysis and report writing skills coupled with strong communication skills in written and spoken English;
  • A team player with good organizational skills;
  • Willingness to travel extensively in Market for procurement, spending up to 70% of work time in the Market, to ensure materials/equipment deliver to the target beneficiaries on time
  • Having good skills in report writing. 
  • Ability to work under pressure and be honest and responsible.
