Job Description:

Role Summary:

Afghanistan faces severe climate vulnerability due to a combination of environmental and socio-political factors. Recurring climate-induced disasters, particularly droughts and floods, have significantly undermined food security and rural livelihoods. Projections point to a future with rising temperatures, declining rainfall, and more frequent extreme weather events. These impacts are compounded by decades of conflict, which have weakened the population's adaptive capacity. The influx of returnees from Pakistan and nowadays from Iran has, and will continue to have further strained natural resources, intensifying conflicts over land and water access and deepening existing social divides

The Community Engagement Coordinator will be responsible for leading community outreach, mobilization, and participation efforts under the PREVALE project. This role ensures that the voices, priorities, and needs of the communities, particularly vulnerable groups—are fully integrated into the planning, implementation, and monitoring of project activities. The position plays a key role in strengthening community ownership, resilience-building, and the sustainability of integrated watershed management (IWM), disaster risk reduction (DRR), and agricultural livelihood interventions.

Responsibilities and Tasks:

  • Facilitate community mobilization and engagement across target communities for all phases of the project.
  • Organize and lead community meetings, consultations, and awareness sessions related to project objectives, especially in Integrated Watershed Management (IWM), DRR, and climate adaptation.
  • Identify, engage, and support Community-Based Organizations (CBOs), CDCs, farmer groups, and other local stakeholders.
  • Coordinate the participatory selection of project beneficiaries with transparency and inclusion, ensuring the involvement of women and vulnerable populations.
  • Support the development and implementation of community action plans and local adaptation strategies.
  • Facilitate establishment and training of Community Based Project monitoring committees (CBPMCs)
  • Facilitate establishment and training of Grievance Redressal Mechanism (GRM) committee members
  • Facilitate training and capacity-building workshops in coordination with technical teams.
  • Act as a liaison between the community and the project team, ensuring consistent feedback loops and accountability mechanisms.
  • Document success stories, challenges, and lessons learned from community engagement activities.
  • Ensure all community engagement efforts are aligned with safeguarding, Do No Harm, and gender-sensitive approaches.
  • Support the Monitoring, Evaluation, Accountability, and Learning (MEAL) team in data collection and community feedback processes.
  • Perform any other tasks as delegated by the line manager or supervisor, in line with the project’s objectives

Job Requirements:

Qualifications and Experience:

  • A bachelor’s degree in social sciences, Community Development, Rural Development, Environmental Science, Agriculture, or a related field is required.
  • Minimum of 4 years of proven experience in community mobilization, engagement, or participatory development.
  • Experience working with rural communities in Afghanistan, preferably in climate resilience or agriculture-related programs.
  • Strong understanding of gender, inclusion, and social protection principles.
  • Excellent interpersonal, communication, and facilitation skills.
  • Ability to work independently and collaboratively in challenging and remote environments.
  • Fluent in Dari and/or Pashto and English languages.
  • Familiarity with the local context and community dynamic is strongly required.
  • Demonstrated experience with FCDO-funded projects is an advantage

Language:

  • Fluency in Pashto and Dari is required
  • Proficiency in oral and written English is required.

Skills:

  • Demonstrate ability to influence, network and collaborate with national Clusters forums, NGO and donors on food security and economic development.
  • Demonstrated experience with FCDO-funded projects is an advantage.
  • Proven track record as a staff and community trainer and capacity builder in mindset change, , on-farm and off-farm Local value chain development, marketing and financial inclusion
  • Ability to take initiative, solve complex problems, exercise independent judgment.
  • Familiarity with systems approaches to Safeguarding programming, advocacy approaches and referral systems.
  • Demonstrate ability to manage resources efficiently and effectively.
