Job Description:

Main Duties & Responsibilities:

Below are the main duties and responsibilities of the Human Resource Manager:

  • Oversee the overall functions of the Human Resources (HR) department while effectively managing and supporting the HR team to ensure smooth operations and high performance.
  • Lead and coordinate all HR-related responsibilities, including identifying workforce needs, filling staffing gaps through recruitment and selection, and organizing comprehensive staff performance appraisals in alignment with IMC’s policies.
  • Supervise the regular updating, accuracy, and secure maintenance of personnel records for all staff, ensuring confidentiality and compliance with internal policies and legal requirements.
  • Monitor employee attendance closely, review attendance records, and oversee the preparation and verification of monthly payrolls for both the main office and sub-offices.
  • Ensure that employment contracts are accurately prepared and issued for all new hires and short-term appointments in a timely and compliant manner.
  • Manage staff leave administration, including the review and approval of leave requests, tracking of leave balances, and certification of attendance records to ensure consistency and fairness.
  • Guarantee that all HR files, records, and documentation are properly organized and maintained in accordance with applicable laws and IMC’s internal policies and procedures.
  • Develop, update, and manage both manual and digital filing systems to store, track, and retrieve HR information efficiently, ensuring data integrity and accessibility.
  • Participate actively in investigations and disciplinary processes, ensuring that procedures are fair, impartial, and aligned with organizational standards.
  • Maintain oversight of payroll submissions to the finance department, verifying accuracy and timely processing of all payments.
  • Keep up-to-date records on employee data, including vacation balances, contract statuses, benefits, salary advances, and issuance of ID cards, ensuring all records are current and well-documented.
  • Review, certify, and authorize monthly payrolls for all staff, ensuring correctness and compliance with IMC financial procedures.
  • Maintain a well-organized and accessible archive of resumes and job applications to support future recruitment needs and talent sourcing.
  • Collect HR data, compile statistics, and generate customized reports as requested by management to support decision-making and strategic planning.
  • Ensure that personnel files are complete and well-maintained for all employees, with accurate contact details and strict adherence to privacy and confidentiality standards.
  • Set up and maintain a comprehensive database of employee contracts, including key details such as start dates, contract end dates, initial salary, and any salary adjustments or increments.
  • Take responsibility for ensuring that the HR department’s documentation is audit-ready at all times and fully compliant with both internal controls and external audit requirements.

As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

Job Requirements:

Qualifications: 

 

  • Bachelor's degree in human resource management, Business Administration, Public Administration (or a related field)
  • Preferably, Managing a workforce of approximately   50- 100 personnel
  • Experience in the use of office software packages and Human Resource Management System. 

Experience: 5 years of relevant professional experience

Competency :

  • Good interpersonal skills and ability to work in a team.
  • Experience in Human Resource Management and Development in humanitarian context in Afghanistan (EPHS, BPHS,)
  • The candidate must have strong command in English, Dari/Pashto Languages.
  • Computer skills: Word, Excel, Outlook and PowerPoint
