Job Description:
Main Duties & Responsibilities:
Below are the Provincial Hospital Director’s job responsibilities:
- Quality Services Provision: Ensure the provision of the quality essential health services to the entire population of the province as per EPHS and other MoPH Policies.
- Lead Hospital Operations: Direct and coordinate the planning, management, and integration of all medical/health and administrative services within the hospital.
- Policy and Regulatory Compliance: Maintain a thorough understanding of all established hospital and departmental policies, procedures, objectives, and health standards. Ensure that all staff consistently adhere to the laws, regulations, and standards mandated by the MOPH and IMC.
- Strategic Planning and Financial Oversight: Develop the hospital’s annual strategic plan along with short-term goals and objectives. Oversee the preparation and management of the annual budget and related financial documentation, coordinating closely with the central finance office.
- Timely and Customer-Focused Service Delivery: Guarantee that healthcare services are provided promptly and centered around patient needs, establishing a strong customer orientation in all aspects of care.
- Quality Improvement Initiatives: Implement and maintain an effective Quality Improvement program designed to continuously enhance service delivery throughout the hospital.
- Collaborative Process Enhancement: Work with other senior health professionals to review, investigate, and develop improvements in systems and processes related to healthcare service delivery.
- Emergency Preparedness: Ensure the hospital is equipped with a comprehensive Mass Casualty Response Plan, ready to address emergency situations at all times.
- Performance Management: Oversee the timely completion of Performance Appraisal Reports in line with the hospital’s Performance Management and Appraisal System for all staff categories.
- Staff Management and Supervision: Lead, manage, and supervise all hospital personnel in accordance with MOPH and IMC regulations. Conduct daily rounds with the management team to engage with staff and ensure patients’ satisfaction with the provided services.
- Resource and Inventory Control: Manage and monitor the proper stocking of food, sundry items, and pharmaceuticals. Effectively control the consumption of fuel, electricity, telephone, and water, while ensuring a robust inventory system is in place.
- External Coordination and Donations: Coordinate with the PPHD/IMC main office to manage the receipt of donations, integrating external resources effectively into the hospital’s operations.
- Facility Maintenance and Environmental Hygiene: Ensure that both internal and external hospital environments remain clean and conducive to health. Supervise preventative maintenance for the vehicle fleet, office equipment, and overall physical infrastructure of the hospital.
- Capacity Building and Professional Development: Actively participate in meetings, workshops, and seminars to build capacity and enhance the efficient execution of responsibilities, both for yourself and your staff.

Job Requirements:
Qualifications:
Master's Degree in Public Health (or a related field).
Medical Degree is an advantage.
Experience:
- 5 years of experience managing health services delivery or
- 10 years of experience with a bachelor’s degree.
Competency :
- Good interpersonal skills and ability to work in a team.
- Humanitarian experience in medical and nutrition programs in Afghanistan (EPHS, BPHS,)
- Conversant with Health Information Management Systems
- The candidate must have strong command in English, Dari and Pashto Languages.
- Computer skills: Word, Excel, Outlook and PowerPoint
