Job Description:

Main Duties & Responsibilities:

Below are the main duties and responsibilities of the Security Officer:

Primary Responsibilities

1. Security Management & Oversight:

  • Ensure the safety of IMC personnel, visitors, assets and facilities at all times. 
  • Conduct regular safety and security inspections of IMC premises and guard rooms.
  • Verify guard performance and enforce standard operating procedures. 
  • Prevent unauthorized access, theft or misconduct; investigate incidents promptly and liaise with local authorities as needed. 
  • Maintain secure parking areas and control the entry of vehicles and individuals around IMC compounds. 

 

2. Safety Information Gathering & Reporting: 

  • Collect, validate and analyze security information; compile daily intelligence briefs and incident reports. 
  • Distribute bulletins, situation updates and final reports to the Security Manager, PHC/SHC Manager/Lead, Program Manager and relevant stakeholders without delay. 
  • Keep a centralized, audit-ready filing system for all security documentation, logs and correspondence. 

 

3. Coordination & Liaison:

  • Establish and maintain close working relationships with national and NGO security counterparts. 
  • Representing IMC at provincial security coordination boards and cluster forums. 
  • Ensure 24-hour radio communication between the security station, base stations and the radio room; log all transmissions and escalate anomalies immediately. 

 

4. Preparedness & Training:

  • Design and deliver in-house training, drills, and bag/vehicle searches for security guards to reinforce vigilance and procedural compliance. 
  • Ensure guards are properly uniformed, identifiable, and conduct themselves professionally. 
  • Monitor guard attendance, readiness, and performance; report any capability gaps or personal issues to supervisors. 

 

5. Facility & Equipment Management: 

  • Maintain anti-theft measures, secure storage and handling of IMC equipment. 
  • Organize and oversee periodic searches of bags, boxes and official vehicles. 
  • Coordinate repairs or replacement of faulty radios and security gear. 

 

6. Communications & Emergency Response: 

  • Manage continuous VHF/radio/mobile coverage; perform scheduled radio/mobile call checks, especially during night shifts. 
  • Log all incoming and outgoing messages accurately; forward urgent communications to the correct parties. 
  • Immediately notify the Security Manager, Program Manager, and radio room of fires, thefts, accidents or any security emergencies; activate response protocols. 

 

7. Administrative & Ad Hoc Duties:

  • Track regional security trends daily and update supervisors on evolving threats. 
  • Assist with budget planning, procurement of security supplies and maintenance of office filing systems. 
  • Perform additional tasks as assigned by the Security Manager or Program Manager.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

  • Promotes and encourages a culture of compliance and ethics throughout the International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

  • It is all staff’s shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children and adults at risk; and any form of trafficking in persons. 

Job Requirements:

Qualifications: 

Must have knowledge of incident reporting protocols and experience in report writing 

Experience: 

  • Minimum of two years’ experience working in humanitarian safety and security (at any level with technical responsibility)

Competency: 

  • Good interpersonal skills and ability to work in a team.
  • Experience in safety and security in humanitarian context in Afghanistan especially in Health Sector (BPHS, EPHS or other vertical projects).
  • The candidate must have strong command in English, Dari/Pashto Languages.
  • Computer skills: Word, Excel, Outlook and PowerPoint
