Job Description:

Main Duties & Responsibilities: 

Below are the Health Technical Manager’s job responsibilities:

  • Strategic Project Leadership: Oversee the planning, organization, implementation, and supervision/monitoring of all project activities to ensure smooth execution.
  • Collaborative Support: Assist supervisors and officers in both planning and implementing project initiatives, fostering a team-oriented approach.
  • Institutional Alignment: Maintain a clear understanding of the roles and responsibilities of the Ministry of Public Health (including PPHD and the technical departments) and IMC to ensure seamless project integration.
  • Team Coordination: Confirm that all relevant staff are fully informed about the approved project timeline, providing monthly updates to leadership.
  • Timely Reporting: Adhere to established reporting schedules outlined in the project contract, delivering precise and timely reports to line supervisors.
  • Standard Operating Procedure Enforcement: Ensure that project and health facility staff follow the standard operating procedures (as set by IMC and MOPH) related to the pay-for-performance process.
  • Capacity Building: Prepare and present informative slide presentations to sub-office colleagues, outlining policies, strategies, and the supervision systems based on orientation plans from the capacity building department.
  • Performance Monitoring: Vigilantly track the monthly performance of key project indicators against targets, developing and implementing effective action plans at both the provincial and facility levels.
  • Quality Assurance: Guarantee that the project consistently meets or exceeds the minimum standards defined in the contract.
  • Implementation of Checklists: Ensure the quarterly application of BSC and NMC checklists in each health facility and the monthly completion of the HMIS verification checklist.
  • Record Keeping and Progress Tracking: Establish and maintain an accessible filing system with robust record keeping, along with a reliable tracking system that systematically measures progress on key activities.
  • Field Supervision: Carry out supervisory and monitoring visits to health facilities for at least 10 days each month to maintain high service delivery standards.
  • Comprehensive Reporting: Compile and submit detailed weekly, monthly, and quarterly reports on project activities to the Project Director and Headquarters team.
  • Active Monitoring Participation: Engage actively in provincial Joint Monitoring activities and promptly report any issues affecting service delivery to immediate supervisors.
  • Coordination and Feedback Meetings: Organize monthly coordination meetings with officers and facility heads to address challenges, discuss HMIS feedback, and collaboratively identify solutions.
  • Clinic Development Assistance: Support supervisors and facility managers in devising and developing clinic activities that contribute to overall project objectives.
  • Performance Evaluation: Conduct performance reviews of subordinates to ensure efficient team operation and continuous improvement.
  • Activity Oversight: Stay informed of all technical activities by systematically collecting and reviewing activity reports from the team.
  • Provincial Office Leadership: Lead biweekly meetings with provincial staff to evaluate project challenges and progress, ensuring clear communication and collaborative problem-solving.
  • Technical Guidance: Provide expert technical assistance to health facility staff and supervisors in using tools and methods that enhance service quality.
  • Comprehensive Technical Management: Assume full responsibility for all technical aspects of the project, from planning and implementation to monitoring and progress tracking.
  • Stakeholder Engagement: Participate actively in PPHCC meetings, cluster meetings, health facility committee discussions, and task force working groups to ensure effective collaboration among all stakeholders.
  • Staffing Consultations: Work in consultation with the Project Manager/Director/Lead on matters related to the recruitment, dismissal, or replacement of staff as necessary.
  • Additional Responsibilities: Execute any other tasks assigned by your line supervisor or the Headquarters team that contribute to the overall success of the project.

Job Requirements:

Qualifications: 

  1. Medical Degree from a Recognized Medical Faculty
  2. Master's Degree in Public Health

Experience: 10 years of experience managing health programmes

Competency :

  1. Good interpersonal skills and ability to work in a team.
  2. Humanitarian experience in medical and nutrition programs in Afghanistan (EPHS, BPHS)
  3. Conversant with Health Management, Information Systems (HMIS).
  4. The candidate must have a strong command of English, Dari, Pashto, and other locally spoken Languages.
  5. Computer skills: Word, Excel, Outlook, and PowerPoint
