Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.
Job Description:
This is a field full time role with 90% movement in the field. The Construction Supervisor is responsible of overseeing the construction of projects and monitoring of activities ensuring all rehabilitation/construction work is done according to design and BoQs, supervising labourers work and their safety in the site. In addition, ensuring all sanitation facilities at household levels are constructed as per the design/agreed strategy. He/she will travel to the field for monitoring of construction project based on the plan and provide a comprehensive technical report and share with WASH site Engineer in a timely manner. This role also includes community mobilization and engagement in promoting sanitation and behaviour change at Household level. The position will work in close coordination with the WASH facilitators to ensure holistic program implementation.
Major Responsibilities
Technical and quality implementation
- Supervise rehabilitation / construction works (foremen and daily labourers) on day-to-day basis, building their capacity and providing on-site technical support to strengthen their skills for all WASH related project at zonal level.
- Support the WASH site Engineer to prepare BoQs and Drawings for water systems and sanitation facilities to be rehabilitated/constructed under the project.
- Full illustration and demonstration of details of drawing and BoQs to skilled labourers and contractors as well as timely monitoring of rehabilitation / construction works.
- Provide proper documentation of construction works as well as labour timesheets where needed.
- Establishment a system of monitoring delivery and receipt of construction materials at the field level through maintaining the involvement of the target communities.
- Submission of technical check list of all construction materials considering quality and specification based on design requirements.
- Develop and maintain good relationships and lines of communication with relevant local communities, explaining World Vision Afghanistan role as an NGO and liaising with them during all phases of the project.
- Take all the necessary measures in order to maintain positive working relationships and a good environment, upholding the rule of safety first in order to prevent accidents.
- Ensure all facilities rehabilitated/constructed are gender and disability inclusive (safe, provide for privacy, easily accessible and usable for both women and men, children and persons with disability).
Reporting planning, Monitoring and Evaluation
- Monitor and direct the project activities to meet the project objectives in terms of quality of work and within the agreed timelines.
- Work with Monitoring & Evaluation staff to regularly track and report on progress towards rehabilitation / construction of the project facilities under WASH and livelihood targets.
- Provide weekly, monthly and quarterly progress reports of construction activities to project manager on progress, gaps, obstacles and challenges of construction work on weekly, monthly & quarterly basis.
- Provide weekly movement plan and submit to the related department for further review and approval.
- In collaboration with M&E Coordinator ensure the monitoring system and tools are developed and used to track the progress of project implementation and to capture learning. Train the Development Workers on using the tools.
- Periodically update the Detailed Implementation Plans (DIPs) of the project.
- Undertake mapping of projects under implementation to support the development of project maps
- Support capturing all the projects under implementation in mWater software
Capacity building, community engagement and coordination
- Liaise with project WASH engineers, WASH advisor & relevant governmental authorities at the provincial level on construction/rehabilitation works.
- Provide capacity building to the daily workers/foreman, community construction groups and WASH groups to facilitate quality service deliveries.
- In coordination with WASH facilitators, train the community structures for Water supply management, sanitation and behavioural change
- Support in capacity building on sanitation marketing strategy

- To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of designated area interventions.
Job Requirements:
Required Professional Experience and Education
- Two years previous experience working with construction projects.
- Knowledge and experience in construction and excellent understanding of drawing details.
- Experience in management of private contractors and construction teams.
- Experience in implementing sanitation and behavioural change programs.
- Diploma in in civil engineering and water resource Engineering, those with degree will be of added advantage
- Able to use Auto Cad & Water Gems engineering software or interpretation of the drawings produced by the mentioned software.

Required Education, training, license, registration, and certification
- Experience in WASH facility and livelihood construction structures’ survey and design is preferred.
